President Trump's first budget budget proposal to Congress last week specifically identified steep cuts to hundreds of domestic programs, but Meals on Wheels wasn't one of them.

No it will not affect Meals on Wheels directly as that is not directly a federal program. Get to know those ALEC  (American Legislative Exchange Council) supporters in your State. They are promoted and hand picked by ALEC to make sure ALEC gets their policy into place. Then there is a group called the National Policy Council that is also worth the watching and 59 or more others...Money buys policy in politics...
