The Paris talks should certainly avoid the habit of making key decisions at the eleventh hour, in a lot of cases beyond the scheduled Friday close, up to the late hours of Sunday. At that late hour, decisions are focused on “compromise language”, by a small group of key negotiators, which again continues to haunt subsequent negotiations as to its actual meaning, intent and applicability.

“A further strengthening of the US dollar, reflecting asymmetric monetary policy in major advanced economies, together with a weakening of emerging market currencies, could put CCA currencies under pressure, adversely affecting intermediation through the CCA nations’ highly dollarized financial systems,” said the statement.

Capital controls, troubled financial sector and weak domestic market have sharply reduced private investment - see chart 1. However, the pace of contraction is easing (-1.0% q/q in Q4 2013, the smallest since Q2 2012) and the recession was less severe than initially expected by the IMF/EU (-8.7%) notably thanks to the resilience of private consumption (as households preferred to spend their money than to save it through the banks) and to a pick-up in tourism receipts.

An extra factor boosting private consumption is the reduction of household tax bills next year. The government has announced that it will lower gain tax in 2016 and that it will scrap the property tax on initial homes. The extent to which these measures will affect economic increase depends to a great extent on the result they have on sentiment.

Meanwhile in Hungary, refugees continue to stream in from Serbia in an attempt to make it into the EU before the border fence is completed and Hungarian soldiers seal the border on Tuesday.

For only a 30 meter (98 feet) gap remains in Hungary's new barbed-wire barrier, ready to be completed at a moment's notice.

Domestic energy sources - crude oil, biomass (mainly wood), peat, coal, natural gas, and hydropower – satisfy only 13% of demand. Crude oil and natural gas are the main energy sources. Fossil fuels, including their use for petroleum derivatives, account for 95% of country’s primary energy. Renewable energy sources (RES) do not constitute a significant part of the energy supply.

Islamic National claimed responsibility on Saturday for attacks that killed 127 people in Paris, saying it sent militants strapped with suicide bombing belts and carrying machine guns to various locations in the heart of the capital.

"Faced with war, the country must take appropriate action," he said, without saying what that meant.
The attacks at a stadium, concert hall and cafes and restaurants in northern and eastern Paris were "an act of war committed by Daesh that was prepared, organized and planned from outside (of France)" with help from inside France, Hollande said, using the Arabic acronym for Islamic National.

Air France will cut less than a third of the 2,900 job cuts it proposed to slash in an initial plan for 2016-2017 that triggered clashes with some of its staff, the chief executive of parent company Air France-KLM said on Sunday.

The airline initially presented its Plan A, a raft of new productivity measures that would have required pilots to spend between 15 and 20 % additional time flying for the same fee. Unions protested that the increase was equivalent to six weeks of additional work without pay. At the same time as the pilots refused, the company rolled out Plan B – which included the loss of 2,900 jobs and flight cutbacks.

On Friday, the Ukrainian government banned Russian airlines Aeroflot and Transaero from flying to Ukraine. A government decree as well prohibited Russian planes carrying military equipment and soldiers from flying over the country.

Russia’s biggest airline Aeroflot has confirmed Ukrainian authorities are restricting its flights to the country from October 25. It has not been verified if it includes the use of Ukrainian airspace. "We can confirm that we have received a letter from the Ukrainian authorities on termination of flights by Aeroflot to Ukraine with the launch of the winter time table, namely from October 25,” the company’s spokesman told TASS.

() 荷兰教育概况   荷兰5到16岁接受义务教育,年满16岁的学生则要支付学习费用。荷兰的教育体制划分为3个层次,初等(Primary)、中等(Secondary)与高等教育。   初等教育 面向4到12岁的儿童,目标为开发学生的理解与创造能力,引导情感发展,同时也培养他们的社会与文体能力。 中等教育 从12岁开始,共分为两大类,一种是一般中等教育,另一种是职业中等教育。一般中等教育包含三种平行的学习系统,其学习期间均不相同,分别是MAVO,HAVO还有VWO。MAVO是初级(Junior)中等教育,HAVO是高级(Senior)中等教育,而VWO则是大学前(pre-university)中等教育。

The number of people employed rose slightly, compared to the initial quarter. That said, there was a contraction in employment in non-commercial services (government and health care). Labour market indicators, such as the number of vacancies and temping hours, point to further employment increase in the private sector. As a result, joblessness is expected to decline steadily in the coming quarters.
