Organisée sous initiative américaine, cette réunion a surtout eu pour mérite d'illustrer l'isolement depuis deux ans, de ces nations jusqu'auboutistes, impliquées et surtout à l'origine de la crise syrienne. Regroupant au début des troubles, près de 120 nations, ils n'y avaient en tout et pour tout, que 11 pays présents : l'Allemagne, l'Arabie saoudite, l'Égypte, les Émirats arabes unis, les États-Unis, la France, l'Italie, la Jordanie, le Qatar, le Royaume-Uni et la Turquie. Israël était d'ailleurs le grand absent régional. Il est vrai que dans le passé, les thèmes partagés portaient sur des questions humanitaires et politiques, preuve par l'absurde de l'échec de la solution militaire prônée et développée jusqu'à présent.
