"Welfare for the wealthy" must be tackled before the government makes any more benefit cuts, Nick Clegg has said.

 

The deputy prime minister told the BBC there was a problem when low-paid people were being asked to fund winter fuel allowances for those who have retired to warmer countries.

 

Chancellor George Osborne will announce the details of spending plans for 2015-6 later this month.

 

Labour said it would cut the allowance for the UK's richest pensioners.


The Department for Work and Pensions has yet to agree its settlement with the Treasury, ahead of the spending review on 26 June.

 

Mr Clegg told the BBC One's Andrew Marr programme that in order to tackle welfare reform you needed to "start at the top".

 

"The fact that we're asking people on low incomes to pay through their taxes to basically pay the fuel bills of people who don't need to heat their homes because they live in sunny parts of Europe and maybe didn't even work here before they retired, I think that lifts the lid on a wider problem in our welfare system."

 

He continued: "I don't think you can have a debate about welfare that is provided to people at the bottom, if you're not prepared to have a debate on the welfare that is provided to people at the top.

 

"That isn't fair, that is why I will only proceed with further welfare reform if it is done fairly."

 

Mr Clegg said a debate about welfare for the wealthy was needed.

welfare for the rich must be cut first but how can the afford to be on welfare in the first place. as their are the elderly and poor that because of the amount of their social securities benefits they get 12 dollar and some even less than that every month in food stamps, which is a program to assist with the purchase of food for your household for a month at a time. this I know because I was a cna1 care provider for over 20 years and it was not part of my job description to take my clients to the their appointments such as this but if the need was there I did. there was a client by the name of mrs.gay that I did take her to her local welfare office. her preparation for the appt. of her food stamp review was kindve strange because she had a frozen bottle of water wrapped in paper towel and in a plastic bag , she had a sandwich she had made and some nabs and she asked me if I wanted some. mrs. gay was in her 70's at that time and I figured she was old school doing thing like she use to have to or something but just the same we laughed cut the fool as she would say then she said you sure you don't want a sandwich and I said no mam and she laughed some more. mrs. gay was laughing because she would say yall young folks gonna learn but I was gonna learn something new today. we went to her welfare appt. and th way the system was set up we went and she spoke with the lady at the front desk then I helped her find a seat and we both sat down.after waiting a long while a person from the back office called her name I was thinking to myself it didn't take so long for them to get to her but she knew the process I didn't and I helped her to the back and what I thought was the finally getting seen for her welfare food stamp review was nothing more than she having to speak with a lady in an office to verify she was their for her apt, on time because if she wasn't she would not be seen. I helped her back out to the front where we were before and we sat there and mrs. gay was always cutting the fool so to speak but she was enjoying herself as we sat there for hours and her water had unfrozen and she ask me to hand it to her and she had one of the cat swallowed the canary looks while she was smiling all she wanted to. she said shug you want some then said of I forgot you left your you didn't want at my house and she laughed some more. the time came when I was to leave because I had another client to go to but I couldn't leave her or make her miss her appt. so I stayed with her on my time and another cna1 went to my other client. I was about lunch time and mrs. gay was eating her sandwich and she said you want some shug with a smile on her face and then she said that's right you left yours at my house but she offered to give me some by that time I knew that my thoughts I had about maybe my buddy getting senile packing all this just to go to a welfare appointment and it was only a thought was kicking me in my behind because I was the one that should have took heed because she would know as strange as it seemed to me shat she would need for her welfare appt. they called her to the back after another few ours but it was nothing I expected, the lady was rude and disrespectful even asked who I was to her ,if I ate her food that she purchased with her foodstamps in her household. if I lived in her home and she had not reported it and all such things as that but at the end of all the torment the apt lady to mrs gay she made by being 4 dollars under the amount of income to disqualify by and that her benefit amount will remain the same and me being me and all that day and the appointment intailed I figured mrs. gay was getting atleast several hundred dollars a  month in welfare food stamps to go thru all she just did but I asked mrs.gay how many food stamps do they give her and she said 12 dollars and  looked at the lady and I said ma gay stop playing like that and she said she was not playing and she was not they only give her a over 70 year old African American lady that worked all her live until old age and sickness was the reason she had to stop but 12 dollars a month is all the system gives her in food stamps to but food for a month. she had sugar diabetes and other sicknesses she required a special diet for but her social security check was only enough to pay her rent and light bill as her light bill over the years tripled in amount for no reason she cause as it was only her in the house and she would use kerosene heaters and I honestly don't recall her even having a tv but a radio. but I said all this to say that there is a problem in the welfare system how can the rich and elete be approved and receive large amounts of welfare benefits and they have but a poor elderly female goes thru welfare hell only to be given 12 dollars a month now you tell me where the welfare problem is? even in the welfare system the rich are getting richer and the poor are getting the appearance they are getting over on the system but I say count the benefits and amount each group get and how they get qualify for it because it just aint right! no matter how it is added or subtracted but the rich on welfare is not being discussed because it is no suppose to be and it is illegal and not only will they go down but those that did their welfare applications and those that approved it . the inside connections can get even the rich welfare benefits!!!  they don't qualify for, but they do get.
