What is the Globally Harmonized System (GHS)?

GHS stands for the Globally Harmonized System of Classification and Labelling of Chemicals. GHS is a system that defines and classifies the hazards of chemical products, and communicates health and safety information on labels and material safety data sheets (called Safety Data Sheets, or SDSs, in GHS). The goal is that the same set of rules for classifying hazards, and the same format and content for labels and safety data sheets (SDS) will be adopted and used around the world. An international team of hazard communication experts developed GHS.

 

Why is global harmonization necessary?

 

Currently many different countries have different systems for classification and labelling of chemical products. In addition, several different systems can exist even within the same country. This situation has been expensive for governments to regulate and enforce, costly for companies who have to comply with many different systems, and confusing for workers who need to understand the hazards of a chemical in order to work safely.

 

GHS promises to deliver several distinct benefits. Among them are:


1.Promoting regulatory efficiency.

2.Facilitating trade.

3.Easing compliance.

4.Reducing costs.

5.Providing improved, consistent hazard information.

6.Encouraging the safe transport, handling and use of chemicals.

7.Promoting better emergency response to chemical incidents.

8.Reducing the need for animal testing.


The Globally Harmonized System, a United Nations initiative recently adopted by the Occupational Safety and Health Administration, will standardize the way chemical-based hazards are communicated to workers, primarily through labeling and safety data sheets. Integration of the GHS will be completed through several phases, training being the first. Leaders and managers will have until Dec. 1, 2013, to ensure their employees are trained to standard on new label elements and safety data sheet format. Implementation of all GHS requirements must be completed by June 1, 2016.


What can PCS do?


PCS Consultants, Inc. offers Global Harmonization Systems Training which covers the new OSHA GHS training requirements. This program is aimed for supervisors, managers, chemical specialists who are responsible for OSHA or WHMIS health and safety in the workplace, as well as the worker or handler of hazardous chemicals where they will undergo general awareness training under OSHA 29 CFR 1910.1200. The participants will leave the training program with the general awareness of GHS and how to apply it in their workplace. This training program will review old standard and highlight the changes to the new standard.
