This was a very confusing and complex investigation -- there was allegations being thrown around left and right: was the initial police report doctored?; were testimonies that could have clarified the interaction between the student and the campus police officer held back?

This seems like a serious miss/lack of communication between agencies.

What I find most appalling is the lack of communication between legal counsel and the student -- the student learning from the news media that the charges were being dropped as the police officer was cleared of all charges is totally unacceptable.

An Oroville man convicted of the attempted kidnapping of a 14-year-old girl last year near downtown Oroville was sentenced today to nine years in state prison.

32-year-old Jesse Samuel Horton was sentenced after his September 2016 conviction of attempted kidnapping and indecent exposure.

Butte County District Attorney Mike Ramsey said the charges stem from an incident on May 10, 2016, when a 14-year-old girl reported a man in a blue, four-door car pulled alongside her and she saw him exposing himself and masturbating.

The vehicle then drove around the block, again pulled up next to the victim, and the defendant got out of the car near a bus stop on Robinson Street near 1st Avenue.

The girl said the man attempted to grab her by the arm but she was able to avoid him and run away from the area. She told police he got back in the car and drove away.

 Police used video surveillance evidence from the area to identify a blue four-door Mazda 3 driven by the suspect in the attempted kidnapping. 

On May 11, 2016 near Stanford Avenue School in Oroville, three children told police the driver of a blue four-door sedan pulled the car alongside them and followed them for several blocks while they were on their way to school around 7:50 a.m. They said the driver waved at them and drove away. The children felt scared by the incident. The blue four-door Mazda in both incidents was later tied to Horton.

 Ramsey said Horton was previously convicted of separate counts of corporal injury to a child and statutory rape and went to prison in 2005. In 2010, he served time in prison for a first degree burglary conviction.

A Bloomington man is facing charges of impersonating a police officer.

Police say 55-year-old William Howe followed a woman in his car and later confronted her. He will appear in court Tuesday for his initial hearing.

The woman says she saw Howe Sunday at a local park, where he made her feel uncomfortable. But when she left, he allegedly did, too, following her to a gas station and then to the police department.

That's where police say Howe got out and asked the woman if she had a problem with him, claiming he was an undercover cop.
