Unfinished Puzzle -- Cuban Agriculture:  The Challenges, Lessons & Opportunities
By May Ling Chan and Eduardo Francisco Freyre Roach

What can we learn from the Cuban experience of sustainable agriculture, agrarian reform, food security and food sovereignty?

The Unfinished Puzzle provides a rare view from inside Cuba of the tension between food sovereignty and the struggle for food security in the face of a 50-year U.S. embargo. The authors use statistical analysis, interviews and studies including trends in production, consumption and imports and exports from the years 1989 to 2011.

The Unfinished Puzzle refers to the challenge of overcoming the Cuban agricultural paradox. Despite great agroecological advances and with over 120,000 peasants using sustainable methods--and producing most of the food on the island--why does Cuba still import substantial amounts of Food? And why is the government releasing transgenic plants such as Bt corn? Why is agroecology considered an "alternative," and only supported under scenarios of economic scarcity? This book helps to address this unfinished puzzle.

Miguel A. Altieri, PhD, University of California at Berkeley
President, Latin American Scientific Society of Agroecology (SOCLA)

Why is the Cuban experience so unique in terms of sustainable agriculture, local development, agrarian reform, food security and food sovereignty? Is that experience replicable in other countries?

This book provides a rare view from inside Cuba of the tension between food sovereignty and the struggle for food security in the face of a 50-year U.S. embargo. The authors use statistical analysis, interviews and studies including trends in production, consumption and imports and exports from the years 1989 to 2011.

Ciheam-Bari FTN Press-Review's insight:
FAO/CIHEAM Side Event on sustainable food consumption and production in the Mediterranean region - Rome, May 11th 2016
Mr. Cosimo Lacirignola, Secretary General of CIHEAM and Director of CIHEAM-Bari, and Mr. Roberto Capone, head of Sustainable agriculture, food and rural development department at CIHEAM-Bari will attend the FAO/CIHEAM side event “Planting the seeds of sustainability: from production to consumption in the Near East and North Africa Region”. The side event will be held on Wednesday May 11, 2016, at FAO’s Headquarters in Rome on the occasion of the 33rd Session of FAO Regional Conference for the Near East (NERC – 33) .
In the frame of the side event Mr. Capone will have a speech on “Sustainable Food Systems: the case study of the Mediterranean Diet as a sustainable diet, linking consumption with production in selected countries in the region”.There is a need to address cross-sectoral integration from production to consumption. An approach that promotes sustainable food systems (from production to processing, distributing, marketing and consumption of food) can contribute to food security and nutrition in a sustainable manner. This side event is a contribution to the recommendations made by the 32st Session of the Regional Conference for the Near East to provide support for the Regional Initiative on “Building resilience for improved food security and nutrition in the Near East and North Africa”. It has as objective to discuss how to more effectively integrate production and consumption in order to support countries in their efforts to build more resilience for food security and nutrition in the NENA region.
The joint organization of the side event represents another milestone in the outstanding cooperation between CIHEAM and FAO. The two organizations signed in October 2015 a Memo of Understanding (MoU) related to rural and agricultural development, food security and sustainable food systems, sustainable management of natural resources in the region, through the development of targeted actions.

During the 33rd session of FAO Regional Conference for the Near East - FAO and CIHEAM plant the seeds of food sustainability in the Near East and North Africa Region Inserita il: 11.05.2016 Rome, 11 May 2016 “Planting the seeds of sustainability: from production to consumption in the Near East and North Africa Region,” was held in Rome during the 33rd session of FAO Regional Conference for the Near East and was co-hosted by FAO and the International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM). This event brought together senior officers from the member countries in the region, as well as representatives from observer countries, U.N. agencies, civil society and the private sector to discuss how to more effectively integrate production and consumption to better support countries’ efforts to achieve greater food security. Abdessalam Ould Ahmed, FAO Assistant Director-General and Regional Representative for the Near East and North Africa Region, said that “Sustainable food and agriculture is at the heart of FAO’s efforts to sustainably increase the provision of goods and services from agriculture, forestry and fisheries, reducing food losses and waste, and promoting healthier and sustainable dietary patterns”. He added: “The Sustainable Development Goals and the Paris agreement on Climate Change call for a new approach linking policies, programmes, partnerships and investments in an inclusive way.” As for Cosimo Lacirignola, Secretary-General of CIHEAM: “…The Mediterranean diet is a lever to improve the sustainability of food systems and consumption patterns in the Mediterranean region. It links consumption with production of traditional and typical products on which it is based. The rich panel from FAO, government representatives and academia, discussed how can the natural resource base be preserved while increasing agricultural production, improved livelihoods of rural households, and move towards sustainable agriculture.” They called for strengthening capacities of farmers, and ensuring an enabling policy environment, a multi-sector, multi-stakeholder approach, encouraging synergies as countries’ efforts towards sustainable production and consumption, in addition to considering the Mediterranean diet as one of the diets that promote sustainable food production.

Ciheam-Bari FTN Press-Review's insight:
