What can we learn from the Cuban experience of sustainable agriculture, agrarian reform, food security and food sovereignty?

The Unfinished Puzzle provides a rare view from inside Cuba of the tension between food sovereignty and the struggle for food security in the face of a 50-year U.S. embargo. The authors use statistical analysis, interviews and studies including trends in production, consumption and imports and exports from the years 1989 to 2011.

The Unfinished Puzzle refers to the challenge of overcoming the Cuban agricultural paradox. Despite great agroecological advances and with over 120,000 peasants using sustainable methods--and producing most of the food on the island--why does Cuba still import substantial amounts of Food? And why is the government releasing transgenic plants such as Bt corn? Why is agroecology considered an "alternative," and only supported under scenarios of economic scarcity? This book helps to address this unfinished puzzle.

About the authors:
May Ling Chan worked with Oxfam Hong Kong in Asia and Africa for over 12 years. She conducted research on agricultural policy, agroecology and incentive strucutres for sustainable production from 2005 to 2009 at the Agrarian University of Havana (UNAH). Eduardo Francisco Freyre Roach, PhD, has been a professor at the Agrarian University of Havana ((UNAH) for 27 years, specializing in rural sociology, sustainable agriculture and bioethics.

The Group of Plant Nutrition of the ETH Zürich is inviting applications in the field of phosphorus cycling in agricultural systems for a  Postdoc Fellow |
A three year scientist position renewable for another 3 years is open in the Group of Plant Nutrition at the ETH Zurich beginning September 2015. Together with Emmanuel Frossard and his collaborators, the successful candidate will develop high level research on the characterization of soil organic phosphate forms using liquid state 31P NMR and on phosphate transfer in soil plant fertilizers systems using adequate isotopic techniques. The successful candidate is expected to contribute to teaching and to the supervision of BSc, MSc and PhD students.

 

The applicant must have a PhD in agricultural sciences and a first postdoc experience with excellent background on the use of P radioisotopes and liquid state 31P NMR.

Please send with your application a research statement including a short description of the type of projects you would like to conduct, your curriculum vitae, and the contact information for three references. Application deadline is the 31st of March 2015.

Scholarships for professionals from MENA region

MENA Scholarship Programme (MSP) | The Middle East and North Africa (MENA) Scholarship Programme (or MSP) offers scholarships to professionals from ten countries. The scholarships can be used for short courses in the Netherlands. The programme is funded by the Dutch Ministry of Foreign Affairs.

Aim : The overall aim of the MSP is to contribute to the democratic transition in the participating countries. It also aims at building capacity within organisations by enabling employees to take part in short courses in various fields of study. 

Scholarships are available for short courses with a duration between two and twelve weeks.

For whom? The target group is professionals (with a maximum age of 45) who are nationals of and working in one of the following countries: Algeria Egypt Iraq Jordan Lebanon Libya Morocco Oman Syria Tunisia

Dear Colleagues,

FAO and UNEP are jointly developing a program on sustainable food systems under the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP- http://www.unep.org/10yfp/). It builds upon the experience and work under the FAO/UNEP Sustainable Food Systems Programme (http://www.fao.org/ag/ags/sustainable-food-consumption-and-production/en/), with the support of Switzerland.

As part of this process, FAO and UNEP are organizing a public consultation in order to:

1.       take stock of information on initiatives of relevance for the development of the Programme,

2.       collect comments and input on a short draft concept note, for the further development of the Programme

3.       collect potential expressions of interest of entities to participate in the Programme

The consultation is open from 13.03.2015 to 30.4.2015

The results of the consultation will be used to further develop the programme with the support and guidance of a multistakeholder advisory committee.

CIHEAM-Bari and FAO have started since 2010 an ambitious and multifaceted cooperation programme on food systems sustainability and sustainable diets in the Mediterranean area. The Mediterranean diet is currently analysed by CIHEAM-Bari and FAO as a case study for the assessment of the sustainability of dietary patterns in the Mediterranean area.

We kindly invite you to  stress in your contribution the importance of the further development of the activities on the Mediterranean diet as a case study for the assessment of the sustainability of dietary patterns in the Mediterranean area.

For the academic year 2015/2016, there are 65 positions for Ph.D. students available with the same number of grants, funded by the Scuola Superiore Sant'Anna, by the Ministero dell'Istruzione, dell'Università e della Ricerca (MIUR), and by external public and private bodies. The number of positions and scholarships will increase if, prior to the course, additional funds are made available.

Applying is simple: just follow the directions below. Remember to pay attention to the deadline, which varies depending on the course you opt for.

To find out how to participate in the competition for admission to the Ph.D. Courses you can download the calls and the forms for the individual courses - see the box on the right.

If you are not an Italian resident and wish to take part in the competitive exam, you must already have, or achieve by October 31, a MSc's degree that has been declared as being equivalent by the Italian authorities or recognized as being equivalent in terms of duration and content to the Italian degree.

The Ph.D. courses will begin on October 1, 2015.

Negli ultimi anni si è verificata l’introduzione in Italia ed in Europa di diverse decine di organismi da quarantena per effetto della globalizzazione dei mercati e della aumentata mobilità di persone, merci e materiale vegetale (Punteruolo rosso delle Palme, Cinipide del castagno, Drosophila suzukii dei piccoli frutti, ecc.). L’Istituto Agronomico Mediterraneo di Bari del CIHEAM, tra le varie attività istituzionali che conduce, da oltre trent’anni studia i patogeni da quarantena, in collaborazione con i Servizi Fitosanitari ed i più importanti Centri internazionali di ricerca, al fine di sviluppare metodi diagnostici funzionali, efficaci e rapidi per prevenire e contenere la diffusione in tutta l’area mediterranea. Per poter detenere e manipolare patogeni da quarantena, lo IAM di Bari è dotato di strutture e competenze adeguate ed è sottoposto a controlli e verifiche previsti dalla legislazione italiana vigente, ai quali sono ugualmente assoggettati tutti gli omologhi Centri presenti sul territorio nazionale.

L’Istituto di Bari, nel pieno rispetto delle procedure imposte per legge e delle necessarie e preventive autorizzazioni, continuerà a studiare, per fini didattico-scientifici, tutti i patogeni considerati da quarantena, in linea con i principi ispiratori di ogni comunità scientifica internazionale: conoscenza, ricerca, innovazione. Gli stessi principi che hanno già indotto i servizi di quarantena di alcuni Paesi europei a richiedere l’isolato del batterio pugliese per poter condurre le relative attività di studio e prevenzione, come regolarmente avviene per altri organismi nocivi.

Le attività istituzionali che lo IAMB svolge nell’ambito della Protezione delle piante riguardano anche la produzione di piante “sane” di specie mediterranee che vengono messe a disposizione della collettività.

Nell’ambito di questa area tematica vengono svolti annualmente Corsi Master e di alta specializzazione; ospitati ed organizzati workshop, seminari, conferenze e simposi nazionali ed internazionali; animate reti di ricerca su temi di quarantena, certificazione di materiale vivaistico e implementati programmi di cooperazione per il rafforzamento dei sistemi di quarantena dei Paesi euromediterranei.

Per quanto concerne il corso COST 873 (www.COST873.ch), ospitato all’IAMB nell’ottobre del 2010, gli isolati di Xylella fastidiosa utilizzati erano identificati con codici dai quali si risale inequivocabilmente alla provenienza e alla subspecie di appartenenza, così come si evince dalla tabella -aggiornata- in calce alla presente.

Il materiale, proveniente dalle collezioni ufficiali di Belgio (LMG) e dai Servizi Fitosanitari olandesi, fu consegnato in plichi sigillati, ermeticamente chiusi, trasportati da corrieri ufficiali ed aperti in presenza dell’Autorità competente, così come riportato nei relativi verbali sottoscritti.

Tutte le operazioni, fino alla distruzione del materiale in questione, sono state svolte nel massimo rispetto delle procedure da quarantena, come ampiamente dimostrato dalla documentazione esistente e disponibile anche presso le Autorità competenti.

La caratterizzazione genetica condotta dal CNR di Bari ha dimostrato che l’isolato batterico pugliese appartiene alla subspecie pauca non presente tra gli isolati batterici studiati durante il corso COST 873. Lo stesso studio ha permesso di individuare un ceppo “gemello” in Costa Rica, dal quale verosimilmente proviene il ceppo pugliese.

I servizi fitosanitari di Italia, Olanda e Francia, allertati da tale segnalazione, hanno già intercettato diverso materiale infetto da Xylella fastidiosa preveniente dal Costa Rica.
Pertanto, il batterio di Xylella fastidiosa subspecie pauca che sta interessando gli olivi del Salento non è mai giunto nei laboratori dell’Istituto Agronomico Mediterraneo di Bari del CIHEAM che, si ribadisce, dispone di strutture e competenze per poter studiare qualsiasi patogeno nel rispetto di tutte le procedure e normative vigenti.

A seguito di quanto emerso durante l’interrogazione parlamentare al Ministro Maurizio Martina di oggi pomeriggio (martedì 1 Aprile 2015) riteniamo utile pubblicare  i documenti relativi al Workshop COST 873 dell’ottobre 2010, che riportano inequivocabilmente i codici identificativi degli isolati importati dal Belgio e dall’Olanda e i luoghi di origine di isolamento.

Il Mediterraneo ospita una consistente biodiversità di specie vegetali che è necessario salvaguardare per ragioni di ordine sociale, economico ed ambientale. Un’efficace strategia di protezione ecosostenibile è ritenuta pertanto quanto mai indispensabile per proteggere l’intera regione dalle minacce di natura fitosanitaria e dai rischi di erosione genetica.

This publication is the product of the cooperation between two think tank networks, the Strategic Studies Network (SSN) and EuroMeSCo. The SSN is a partnership of think tanks, policy institutes, and strategic studies centres from around the world focusing on the key political, military, economic, environmental and social debates in North Africa, the Middle East, Central Asia and South Asia. Its Secretariat and coordination is based at the Near East South Asia (NESA) Center for Strategic Studies, National Defense University in Washington. EuroMeSCo is the largest network of think tanks on politics and security in the Mediterranean and its Secretariat is based at the European Institute of the Mediterranean (IEMed) in Barcelona. It is formed by 100 research institutes and think tanks from 32 countries. Its goal is to foster research, information and closer cooperation among its members as well as acting as a confidence-building measure in Euro-Mediterranean relations.

Both SSN and EuroMeSCo have combined their efforts to produce policy-oriented analyses aimed at providing a better understanding of the democratic transformations in the Arab world and help regional and external policy-makers to devise better policies and support strategies. This cooperation was forged during the last SSN annual summit in Bangkok in February 2014, where it was proposed to create the Working Group “The Arab Spring in Comparative Perspective”, bringing together researchers from the SSN and EuroMeSCo to produce this edited volume on comparative perspectives on democratic transitions in the Arab world.

Per questo motivo il CIHEAM di Bari rivolge particolare attenzione all’aggiornamento sulle problematiche fitosanitarie del Mediterraneo, soprattutto quelle relative alle specie invasive aliene e a nuovi organismi nocivi. A tal fine  promuove azioni di prevenzione, attraverso la certificazione del materiale vivaistico, l’adozione di sistemi di sorveglianza precoce sul territorio, azioni di controllo con metodi eco-sostenibili. L'istituto risponde così alle pressanti sollecitazioni dei Paesi mediterranei di formare esperti e sviluppare la ricerca in ambito fitosanitario. Per meglio rispondere a queste finalità, ha sviluppato adeguate competenze del proprio personale interno e attrezzato opportunamente strutture e laboratori, nonché intensificato le reti di collaborazione con numerosi tecnici e ricercatori di istituzioni scientifiche, ministeriali e enti privati dell’area mediterranea.

Per la trentennale esperienza in ambito fitosanitario e per le strutture di quarantena in suo possesso, il CIHEAM di Bari è Centro autorizzato dal MiPAAF per la detenzione di materiale infetto di alcuni organismi nocivi a scopo di sperimentazione e ricerca scientifica ed è Laboratorio accreditato dal Servizio Fitosanitario Regionale (SFR) per le analisi fitosanitarie (certificati n. 28/6860 del 3/12/2002 e n. 514 del 12/11/2013). Ne consegue, pertanto, che il Centro ed il Laboratorio sono soggetti periodicamente a controllo da parte del SFR.

Oltre che riferimento regionale e mediterraneo per la Quarantena delle piante, il CIHEAM Bari è, con l’Università di Bari, uno degli istituti che ha promosso il sistema di certificazione di materiale vivaistico frutticolo a livello regionale e ha contribuito attivamente alla selezione di genotipi locali sani di agrumi, vite e drupacee, di cui conserva in sanità le fonti primarie.

Per le sue riconosciute competenze, fornisce da diversi anni il supporto tecnico ed operativo alla Regione Puglia nel monitoraggio ufficiale di diversi patogeni da quarantena (virus della tristezza degli agrumi, virus della vaiolatura delle drupacee, flavescenza dorata della vite, etc.), attività per la quale ha proposto anche soluzioni innovative di sorveglianza precoce sul territorio per migliorarne l'operatività su scala territoriale (es. schemi di campionamento efficienti, produzione di mappe di previsione dell'infezione in areali indenni, diagnosi precoce in sito, etc.).

Per il suo ruolo strategico nell’area mediterranea e per la sua finalità istituzionale, il CIHEAM di Bari pone particolare attenzione al trasferimento di tutte le innovazioni nel campo della quarantena e certificazione ad altri Paesi mediterranei(es. Albania, Algeria, Egitto, Libano, Malta, Siria, Tunisia). Lo fa in particolare attraverso i corsi di formazione e i progetti di cooperazione, sviluppando programmi di assistenza tecnica, realizzando laboratori diagnostici e formando i quadri tecnici locali.

In particolare, sull'organismo di quarantena Xylella fastidiosa, di recente introduzione in Europa e nel Mediterraneo, il CIHEAM di Bari ha svolto un ruolo fondamentale nell’attività di ricerca, formazione e monitoraggio.

The E4D doctoral scholarship programme aims at promoting the development of products or methods, which are directly relevant for improving the livelihoods of poor people in developing countries.
