But does it deliver? According to many accounts, it does.

Not surprisingly, retailers, brands, and agencies are scrambling to hone their location-based approaches. With respect to TV, however, users are now widely "second screening" -- that is, diverting their attention from the programming and advertising to focus on some activity happening on their smartphones or tablets. Two-thirds of the TV audience is now doing this on a global basis, with younger users (<35) being the most likely to multiscreen (graphic above).
What are they doing on those second screens? The survey says they're on social networks or otherwise messaging friends (see graphic below). Apple Revamps iOS 7, App Changes Benefit Marketers | Floqr Mobile News | Scoop.it

Among the changes affecting developers are those related to the App Store -- the key distribution hub for mobile apps along with Google Play for Android devices. In the new version of iOS 7, set for official release this fall, the “Genius” tab in the App Store is replaced with a new feature called “Near Me” that helps users find apps related to their current location.

Someone visiting the Louvre Museum, for instance, might see a list of travel-related apps for Paris or an audio tour app for the Louvre. Craig Palli, vice president of app marketing platform Fiksu, said the new feature could be a boon for small and medium-sized business to promote their apps in a given city, state or region.

Shoppers at Walgreens and brands under its umbrella, including drugstore.com and Duane Reade, can acquire and use points across channels, use mobile to upload photos for in-store printing, and receive coupons that can be used both on and offline.
