(AP) — The Obama administration moved Wednesday to significantly expand a requirement for utilities to install inexpensive safety valves on gas lines across the U.S. after deadly fires and explosions going back decades that could have been avoided. The Transportation Department proposal would cover new or replaced natural gas lines serving multi-family dwellings, small businesses and homes not already covered under a 2009 mandate. Fire Capt. David Wells led the first company responding to the scene of a gas explosion in Springfield, Massachusetts, in November 2012 that injured at least 20 people and damaged dozens of buildings with a boom heard for miles. Industry representatives previously have raised concerns about the potential cost of installation, particularly for larger gas lines that would require specialized valves. Transportation officials said the proposal was nevertheless justified because of hard-to-measure benefits, such as avoided evacuations, environmental damages and the possibility of a high-consequence incident that could inflict mass casualties. The proposal would expand that to include lines serving multiple homes, duplexes and small multi-family buildings, and shops ranging from doctors' offices and shopping centers to banks.

These are tough cases.  The allegation in the present lawsuit is that the Starbucks employee failed to secure the lid on tight prior to dispensing the cup of coffee to the patron who as burned.  The fact that the plaintiff is a police officer who received the coffee for free plays into potential "breach of warranty" claims for a potentially defective lid or cup.

A Santa Ana man suffered burns to his face Monday after an electronic cigarette he was smoking exploded, sending shrapnel flying throughout his room and lighting his bed on fire, authorities said.

A man in Orange County California suffered major burns to his face when an e-cigarette exploded.  E-cigarettes have come onto the market in the last few years and are not regulated as much as other traditional smoking products.  It will be interesting to see if cases like this one result in products liability claims that modify how these devices are made and/or marketed.

The family of a 22-year-old Boston University student who died in a fire last year after getting trapped in her attic bedroom is filing a lawsuit against the landlord and brokers that accuses them of renting an illegal apartment with insufficient exits and a faulty fire alarm system. The wrongful death suit, which is expected to be filed Wednesday in Suffolk Superior Court, comes three months after a Boston Globe Spotlight Team published a detailed reconstruction of that terrifying morning in Allston when Binland Lee’s last screams were heard as tenants jumped out of third-floor windows at 87 Linden St.

If the allegations are true in this lawsuit, this is a tragic example of a wrongful death caused by the negligence of a landlord.  Large urban areas like Boston (in this case) or Los Angeles have a plethora of college students with limited budgets who rent apartments "on the cheap."  Unfortunately, when those buildings are not up to code including not having proper fire exits or smoke alarms, it can end in tragedy like this case.

Time Warner Cable must pay nearly &u0024;6 million as part of a lawsuit alleging it was largely responsible for a fatal natural gas explosion that leveled an upscale Kansas City restaurant, jurors ruled Thursday.

Natural gas explosions due to negligence in installing or maintaining utility lines are not everyday occurrences but, when the do happen, they tend to cause major devastation.  In this case, the explosion killed one restaurant worker and injured 12 other people.  A jury apportioned 98 % of the fault to cable provider Time Warner.

Auto safety regulators began a defect investigation into the latest model of the Jeep Cherokee sport- utility vehicle after an owner reported 20-foot flames shot out of its engine compartment after being parked.

A series of Jeep models in the past year have been prone to gas tank explosions and fires.  Now Jeep's latest "Cherokee" model has reported the same problem by at least one consumer.   This has launched a federal probe into the safety of the cars.  Each year manufacturing or design defects in automobiles lead to fires and explosions, which injure or kill many people.  If you have a Jeep model, you should check the recall status and/or have the vehicle mechanically inspected.
