Four years ago, the Waccamaw Intermediate School started a Steel Drum Band called "The Calypso Gators." The band is made up of 4th, 5th and 6th grade students, and being a part of this band is teaching them more then just music.

The proposed work consists of the construction of a midstream anchorage facility to
accommodate ocean-going vessels to load and unload cargo from barges. The proposed work will allow ocean-going vessels and barges to tie up to the proposed facility in Winyah Bay and then have barge operations to link up to the land based terminal facilities located in Georgetown.
Vessels moored at the proposed facility would likely be loaded and unloaded through the usage of clam shell buckets or conveyor belts. The applicant stated that there would be no operations directly over any water body. The target cargo would consist of drybulk commodities with a special focus on biomass. The transfer facility will consist of installing eight (8) ship mooring buoys and
sixteen (16) barge mooring buoys within a project area of 514’ x 6,000’ (70.79 acres) running
along the Winyah Bay Entrance Channel to the east. Each of the buoys will be connected, via
steel chain, to a large solid concrete anchor with a pad eye on it to which the anchor chain will be
attached via a shackle. The 24 concrete anchors will be approximately 7’ long x 7’ wide x 7’ high.
The concrete anchors will constitute placement of fill material in approximately 0.03 acres of
Waters of the United States. The buoy chains will be approximately 65’ long and have a lateral
drift radius (in any direction) of 57’. The maximum vessel draft to utilize the facility will be 27’. The
applicant stated that no dredging will be required and that the buoys will not encroach on the 125’
setback of the Federal Channel. The applicant further stated that the anchorage system was
chosen because it is the most minimally intrusive method of introducing ocean-going vessels in
and around the Georgetown Harbor. The applicant offered no compensatory mitigation for the
proposed work. The purpose of the project is to provide mooring for ocean-going vessels for
loading and unloading commercial cargo within the Georgetown Harbor.
