I totally agree with this premise. While the numbers are not good for the most part, when you take a different look at the labels as Tracy has done here there is hope. Modifying your approach can make a major change in the 49% that Tracy calls Key Contributors. They are not fully engaged but do their job. Your goal should be to move them up to Fully Engaged.  This is were Employee Engagement frameworks are best utilized..

In U.S., Uninsured Rate Sinks to 12.9%

The percentage of uninsured U.S. adults dipped to 12.9% in the fourth quarter of 2014, from 13.4% in the third quarter. The uninsured rate is down 4.2 percentage points since the Affordable Care Act went into effect in January 2014.
