The European Parliament passed a non-legislative resolution on December 1 that called for the reform of the EU Solidarity Fund operation,, which was set up in 2002 in response to the disastrous flooding that affected central Europe in the summer of that year. The proposals include new measures to allow joint applications by more than one country, raising the advance payments threshold and shortening the deadlines for processing applications.

On 30 November 2016, after more than four years of investigation, the Public Prosecutor’s Office Verden and the Lüneburg Police (Germany) in close cooperation with the United States Attorney’s Office for the Western District of Pennsylvania, the Department of Justice and the FBI, Europol, Eurojust and global partners, dismantled an international criminal infrastructure platform known as ‘Avalanche’.

A former agent at Europol has leaked sensitive information on some 50 terrorism cases, in what the agency is describing as "human error".


Names and telephone numbers of suspects in terrorism probes carried out by the EU police agency Europol have been posted online by accident. The Hague-based agency, which coordinates police efforts across the EU, told this website on Wednesday (30 November) that an ex-staff member had taken the data home in contravention of security protocols. "The concerned former staff member, who is an experienced police officer from a national authority, uploaded Europol data to a private storage device while still working at Europol, in clear contravention to Europol policy," said Jan Op Gen Oorth, a spokesman from the agency, in an email. He said the cases related to the breach are a decade old and that all involved EU states have been notified.

The European commission is hoping to push through three bills on security before the end of the year, amid intensive lobbying and criticism from experts. Julian King, the commissioner for security union, told MEPs on Monday (29 November) that the EU must respond to terrorism, cyber-crime and serious and organised crime. "Neither terrorism nor organised crime respects national borders," he said. 


A directive on combating terrorism, a directive on firearms, and an amendment to systematic ID checks for every EU national are on track to be finalised in the next few weeks.

Frontex, the European Border and Coast Guard Agency, has called on EU member states and Schengen Associated Countries to provide officers for the newly adopted European Coast Guard Functions Officer profile, paving the way for the deployment of multi-national crews in the agency’s maritime operations.


 Starting next year, Frontex will deploy three off-shore patrol vessels (OPVs) from Finland, Romania and France, which will have multi-national European crews for the first time. Currently, member states provide vessels, along with their own crews, to participate in Frontex joint operations.

Trust in the US took a hit following revelations of mass surveillance by Edward Snowden, but an agreement on data protection adopted by MEPs today should help to restore it. 

The deal known as the umbrella agreement covers the transfer of all personal data exchanged across the Atlantic when dealing with criminal offences, including terrorism. Green German MEP Jan Albrecht, who was responsible for steering the deal through Parliament", said it would ensure “high standards and high protection”.

The EU extended on Monday the Atalanta anti-pirate operation off the coast of Somalia until 2018. Launched in 2008 to secure maritime traffic in a crucial area for trade between Asia and Europe, the operation currently deploys two ships. It has protected almost 400 ships and has captured 154 suspected pirates.

On 21 November 2016, a joint investigation team (JIT) consisting of investigators and judicial authorities from France, Belgium and the Netherlands, took action against a money laundering ring whose members were active in Western Europe and Morocco. The action day, supported on-the-spot by Europol experts, was conducted by over 450 police officers simultaneously in France (Gendarmerie Nationale), Belgium (Police Judiciaire Fédérale) and the Netherlands (Nationale Politie) and resulted in the arrest of 36 suspects.



In all phases of this complex investigation, information exchange among national authorities, Europol and Eurojust was essential.
