Haiti is reportedly on the cusp of a gold rush, with exploration proceeding apace for an estimated $20bn worth of precious minerals buried beneath the soil.

 

This is a great opportunity, but also a challenge for a country such as Haiti. The potential tax revenues that could be generated from mining copper, silver and gold are enormous. However, ensuring that a fair proportion of the revenue generated ends up benefiting the people of Haiti is far from a foregone conclusion.

The UN has created the "Inclusive Wealth Index", a comprehensive look at a country's wealth that takes things like forests and rivers into account.

 

Comprised of human, natural and produced capital, the index covers 20 countries between 1990 and 2008. Between them they account for 58% of the world's population and 73% of its GDP.

 

As GDP does not consider natural-resource depletion or environmental degradation, the UN's index records lower annual average growth in wealth compared with GDP, of 1.7 percentage points.

ndigenous people in West Papua are suffering as their land and forests are exploited by timber and palm oil companies. West Papua has immense natural resources, which has encouraged logging and deforestation. Indonesia took control of the west part of Papua New Guinea in 1969....

Il y a un mois, soupçonnant Téhéran de vouloir se doter de l’arme nucléaire, les États-Unis et l’Union européenne int instauré un embargo sur le pétrole iranien et ils ont appelé tous les États à faire de même, ou à réduire à tout le moins leurs importations.

 

Le Japon, bien que 9 à 10% de ses importations pétrolières proviennent d’Iran, a suivi son allié américain. Pour compenser, le Premier ministre Yoshihiko Noda a annoncé que son pays devrait accorder des capitaux à un ancien ennemi de Washington en échange de son pétrole, l’Irak.

Chaque année en Arménie, quelque 5000 touristes se rendent dans la station thermale de Jermuk, pour profiter de ses spas à ciel ouvert et de son eau minérale. Mais à une dizaine de kilomètres de là se trouve la montagne d’Amulsar, qui regorge de ressources aurifères, dont le gouvernement a autorisé l’extraction. Celle-ci devrait débuter en 2014. Une décision contestée par les écologistes, mais aussi par certains économistes, pour qui ce tourisme représente une force incontestable pour le développement économique du pays.

Le 1er juillet 2012, l’Union Européenne a mis en place un embargo sur le pétrole iranien. Cette action s’ajoute aux sanctions financières décidées en fin d’année 2011 par les Etats-Unis contre les institutions financières internationales commerçant avec la Banque Centrale de l’Iran. Le 15 octobre dernier, les ministres des Affaires étrangères de l’Union Européenne ont voté des nouvelles mesures pour renforcer les sanctions, interdisant notamment l’importation de gaz iranien. La finalité de ces actions est d’exercer des pressions sur la République Islamique d’Iran pour l’amener à arrêter le programme d’enrichissement d’uranium....

The global battle for natural resources – from food and water to energy and precious metals – is only beginning, and will intensify to proportions that could mean enormous upheavals for every country, leading academics and business figures told a conference in Oxford on Thursday.

 

Sir David King, former chief scientific adviser to the UK government, who convened the two-day Resource 2012 conference, told the Guardian: "We are nowhere near realising the full impact of this yet. We have seen the first indications – rising food prices, pressure on water supplies, a land grab by some countries for mining rights and fertile agricultural land, and rising prices for energy and for key resources [such as] metals. But we need to do far more to deal with these problems before they become even more acute, and we are not doing enough yet."

La Chine affirme que sa régulation sur l’exploitation des terres rares respecte les règles de l’Organisation mondiale du commerce (OMC) tandis que plusieurs grands pays occidentaux l’accusent du contraire. Accusée d’appliquer des restrictions aux exportations de matériaux provenant de ces terres, la Chine affirme que ces restrictions sont destinées à rendre plus durable la régulation des terres rares. Ces terres constituent un enjeu économique important : l’industrie est friande des matériaux qu’elles contiennent car ils entrent dans la composition de nombreux produits de haute technologie.

Il y a un an, les Soudanais du Sud votaient à 98,83% pour leur indépendance vis-à-vis de Khartoum. Après un demi-siècle de guerre civile, la République du Soudan du Sud a été proclamée le 9 juillet 2011, devenant ainsi le 193e État membre des Nations unies. Mais bien que de longues négociations aient mené à un partage désormais globalement accepté par les deux camps, la question du pétrole et de ses revenus constitue aujourd’hui une importante menace pour la paix.
