There were cuts in future ODA commitments. In their 2008 Foreign Affairs Policy, the National Party made a commitment to to reach an absolute ODA level of NZ$600 million by 2010, discarding any notion of achieving the ODA level of 0.7% of GNI. Once in power in 2008, the National Party-led government pushed back the deadline to reach NZ$600 million to 2011/2012, then again to 2014/2015. In this year’s budget, the timeframe has again been extended to the 2015/2016 financial year. As Oxfam New Zealand pointed out “as a proportion of Gross National Income, the usual measure for comparing aid, the aid programme will fall from 0.3 per cent to 0.24 per cent by 2014-15, close to the lowest level ever for New Zealand’s government aid.”

The Office of Development Effectiveness (ODE) was established in 2006 in part to “build stronger evidence for more effective aid”. In the past, ODE undertook an “Annual Review of Development Effectiveness” (ARDE).

 

Given the scope of the Aid review which among other things focused on AusAID’s development effectiveness, ODE released two separate short reports in December, one titled “The Quality of Australian Aid, an Internal Perspective”, and the other “The Quality of Australian Aid, an International Perspective”.

This blog post looks at the former (see here for a review of the latter), which aims to assess AusAID’s own performance reporting system and the robustness of its internal reporting.

The emerging metaphor for the Association of South East Asia Nations (ASEAN) is that of a swan: elegant, graceful and apparently motionless. But below the surface of the water, the swan paddles actively.

 

ASEAN’s graceful swan now confronts the fast moving policy towards a Trans Pacific Partnership (TPP). TPP aims for free trade and finds urgency in Washington’s tilt toward Asia. Thus, ASEAN’s swan meets the rambunctious goose. The ministers at Davos expressed uncertainty on how to engage. They expressed reluctance to compete with outsiders. Lacking confidence to confront on their own, they suggested that the 6 friends of ASEAN, specifically Japan, act as a bridge between ASEAN and the emerging TPP.
