The Japan Tourism Agency plans to support the efforts of towns, cities and prefectures to attract tourists, particularly those on their second visit to Jap

Almost all first time visitors to Japan will only travel the 'Golden Triangle' (Tokyo, Osaka, Kyoto).  The push from the tourism agency is to get more repeat visitors and to entice them into rural areas where economic re-vitalization is most needed.

The number of foreign visitors to Japan in 2013 soared by 24.0 percent from the previous year and exceeded the government’s target of 10 million for the first time, according to estimates.

This number was almost hit but the triple disaster of March 11, 2011 hit those number by almost 60%.  Expect those numbers to rise as talk and money pile up over the 2020 Oympics.
