Public sector organisations have been consulting citizens, raising awareness of new schemes, dealing with service user feedback and doing traditional 'Comms' for years.

 

Social media makes it possible to do these sorts of things in new ways, getting new communities involved, making bureaucracies more human, friendly and responsive to feedback, and maybe even saving money.

[Prediction market Intrade] showed about a 75 percent chance that [the Obama healthcare] law’s so-called mandate would be ruled unconstitutional, right up until the morning it was ruled constitutional.

The market — the wisdom of crowds — turned out to be wrong.

I have since come to think of the court’s ruling as the signature example of the counterattack of the insiders.

Participative E-Government Services: A Case Study of Electronic Participatory Budgeting Projects in Germany

In recent years, web 2.0 increasingly gained importance in terms of e-
government. In this context, e-participation received more and more attention. However,
there are only few examinations providing a structured overview on web 2.0
implementation possibilities in participative e-government. This contribution examines
these implementation possibilities using electronic Participative Budgeting projects. The
web 2.0 characteristics “interaction orientation”, “personalization”,” social networking”,
and “user added value” serve as evaluation criterions.

 

The examination shows that web
2.o implementation in German projects is still at a very low maturity level. Using the most advanced approaches we illustrate how the
targeted use of web 2.0 tools can influence the Participative Budgeting success.
