La introducción de cualquier tecnología de la información y comunicación en el contexto educativo pasa necesariamente tanto por que el profesor tenga actitudes favorables hacia las mismas, como por una capacitación adecuada para su incorporación en su práctica profesional. En la actualidad nos encontramos con una fuerte paradoja, y es que por una parte, existe una amplitud de tecnologías, algunas veces incluso presente en los centros educativos, como no había ocurrido en momentos históricos anteriores, y por otra nos encontramos que la práctica de la enseñanza se sigue apoyando en dos medios básicos: el libro de texto y otras variaciones impresas, y el profesor como transmisor y estructurador de la información.

Public schools now provide at least one computer for every five students. They spend more than $3 billion per year on digital content. And nearly three-fourths of high school students now say they regularly use a smartphone or tablet in the classroom.

But a mountain of evidence indicates that teachers have been painfully slow to transform the ways they teach, despite that massive influx of new technology into their classrooms. The student-centered, hands-on, personalized instruction envisioned by ed-tech proponents remains the exception to the rule.

"The introduction of computers into schools was supposed to improve academic achievement and alter how teachers taught," said Stanford University education professor Larry Cuban. "Neither has occurred."

Se as licenciatura não mudarem - e radicalmente - os seus docentes permanecerão fazenão a escola sem tecnologia (digital). No dia em que não mais houver motivos para os formadores de formadores não usarem essa tecnologia, os professores das escolas da Educação Básica também não os terão. Education is the leading force that is accelerating development globally and is the only answer to providing sustainable growth in the coming centuries.

There has been a change in paradigm of how students learn and teachers teach due to the exploitation of modern computer, network and learning infrastructure.

A successful future educational initiative will require ongoing, long-term efforts that can lead to new goals, approaches and new ways of thinking. Researchers term this as ‘second-order change’: the type of substantive change that drives deep impact.

A fundamental change in the education process is to take out the factory production approach to having a process that enables individual needs and opportunities that makes it relevant, and connect them to the global happenings.

For example, research in Turkey has found that raising the compulsory education requirement from five to eight years increased the percentage of women having eight years of school by 11 percentage points, and had a variety of positive social consequences.


Yet despite the emergence of digital learning, most countries still design their educational systems for agrarian and industrial eras, not the 21st century. This creates major problems for young people who enter the labor force as well as teachers and parents who want children to compete effectively in the global economy.


In this paper, Darrell West examines how mobile devices with cellular connectivity improve learning and engage students and teachers. Wireless technology and mobile devices:

Los E-portafolios integran la investigación, innovación y apropiación social del conocimiento, donde el aprendizaje activo se enmarca desde el enfoque construccionista, estableciendo una relación sinérgica con el pentágono de competencias TIC (MEN, 2013, 9), a partir de la formulación del Modelo Espiral de Competencias TIC-TAC-TEP (Pinto, Cortés, Díaz, Rodríguez, Atrio & Alfaro, 2014). Objetivo. Desarrollar un programa de formación construccionista en tecnología educativa basado en el diseño, implementación y evaluación de E-portafolios en docentes universitarios. Materiales y métodos. Se adelantó una investigación evaluativa de tipo mixto (cualitativo-cuantitativo), que contó con la participación de 30 docentes, que asistieron a un Diplomado en Tecnología Educativa y fueron evaluados con la técnica de rúbricas de competencias. Resultados. En los principales hallazgos de orden cualitativo, se resalta que los E-portafolios evidencian una apropiación de la tecnología educativa aplicada al aprendizaje activo, con mayores niveles de uso de tecnologías de información y comunicación (TIC) y tecnologías para el aprendizaje y el conocimiento (TAC), sin alcanzar el dominio aplicado de las tecnologías del empoderamiento y la participación (TEC). En el  orden  cuantitativo,  se  obtuvo  una  calificación general de (7.4/10) en los indicadores de evaluación del E-portafolio, los cuales presentan correlaciones directamente proporcionales y estadísticamente significativas  al  99 %, con un rango que oscila entre r: .75 y r: .95. Conclusiones. Los resultados permiten resaltar la importancia estratégica del  E-portafolio, como puente interactivo del intercambio en redes de aprendizaje colaborativo, impactando las prácticas pedagógicas en la construcción de nuevos escenarios de identidad digital e innovación educativa.

In his introduction to the report, OECD Director for Education and Skills, Andreas Schleicher delivers a hard truth. “The reality in our schools,” he says, “lags considerably behind the promise of technology. Even where computers are used in the classroom, their impact on student performance is mixed at best.” We should not despair, as the potential of technology is still clear, for example in increasing access to information. However, we must do more to understand how best to use technology. It’s possible that too much of it detracts from human engagements that are vital to education. It’s equally possible that we haven’t yet developed or scaled the pedagogies that will unlock technology’s potential.
