HUD officials said the fraud went undetected because no one was at the office to monitor purchase cards during the shutdown.

It seems the asylum is everywhere, or at least its madness. Maybe we should give credit cards to all the inmates. Meanwhile, what gets me is that when the realities come to light the bureaucrats can bicker about who reported them and how quickly instead of getting  on with cleaning up the mess effectively, which would mean creating a different kind of government credit card, one which only allowed certain specific kinds of purchases. hat would mean an automatic flag on a purchase from any but permitted types of vendors. Of course, maybe giving people credit cards is inherently folly.

Congratulations Mr. Attorney General on doing the right thing. Local and state police have been abusing this federal law for years. The "war on drugs" has clearly shown that government bureaucracies can become as unscrupulous as the worst gangs.

Americans don’t trust government. Armed with data, a new generation of policy makers is trying to remedy that.
Kenneth Weene's insight:

The use of outcome measurement is a great way to improve the function of government, but it misses of of the most important truths, beginning programs tend to work better than the same programs once fully implemented. Call it bureaucratization or simply a decrease in enthusiasm, but a decline in quality of outcome seems inevitable. Even in programs where there is great personal motivation for the recipients, such as newborn health care or college performance counseling, the recipients tire of the process as do the providers. The ultimate question is can government (or the private sector) ever motivate people sufficiently to keep positive results occurring. So, yes, let's try to improve government functioning, but let's not forget the lessons of GM and other large private sector components, failure to thrive beyond the creation of the bureaucracy is a human propensity.
