Besides the broad statistics above, the exact breakdown of the number of teachers with the corresponding grades is not publicly known.
Oisín Keohane's insight:

A careful analysis of a proposal to use English as a medium of instuction in schools in Malaysia. I find the following note (about how to understand the current laws in Malaysia regarding language use) apt: "the contention may lie in how the word “official” [language] is to be interpreted." I should note, while the article does not promote this view (it only reports it), the idea that English can ever be a completely "neutral language" is quite dangerous and false (though to say this does not automaticaly mean one has to accept the view that is always a form of imperialism either).

A nice analysis of the presence of English on the web, detailing methodological problems with trying to measure its dominance.  The article is worth reading for the following claim: "In 1996, more than 80 percent of Internet users were native English speakers. By 2010, that percentage had dropped to 27.3 percent."
