Jasser Auda - "The Arab Uprisings, Islam, and Equal Citizenship: Current Debates"

The Ali Vural Ak Center for Global Islamic Studies kicks off its Fall 2012 Lecture Series with this presentation by leading scholar Jasser Auda.

The phenomenal political success of Islamic groups such as the Muslim Brotherhood and Salafis in Egypt and Tunisia has prompted a vigorous discussion about the role and limits of religion in politics in the Arab world. Secular groups and religious minorities in particular have expressed concern about the impact on personal and religious freedoms of a renewed emphasis on the need to implement shari'ah law. For their own part, Islamists have expressed commitment to the idea of a "civil state with an Islamic reference"--but what does this actually entail in practice? In this talk, Jasser Auda will provide an overview of the current debates in Egypt and broader Islamic circles with respect to this question, with a focus on the question of ensuring equal citizenship. He will tease out the often subtle but important distinctions between Muslim Brotherhood thinkers, proponents of Salafism, and traditional religious institutions such as Al-Azhar.

Jasser Auda is an Associate Professor and Deputy Director of the Center of Islamic Legislation and Ethics, Faculty of Islamic Studies, Qatar Foundation. His latest books printed this year are "Maqasid Al-Shariah as Philosophy of Islamic Law: A Systems Approach", and "Between Shariah and Politics: Questions in the Post-Revolutions Era."

Several years had passed since Salah El Haggar, chair of the Department of Mechanical Engineering, visited the city of Dumietta. Yet, the image of an accumulated heap of garbage that extended for miles was indelibly imprinted in his memory. Astounded, El Haggar surveyed the scene while a local explained that what lied beneath the heap was a canal and a vital source of drinking water for the inhabitants of the city.

Like most metropolitan cities, Cairo has a distinct pollution problem. The lack of effective solid-waste management systems and poor coordination between concerned constituents play a significant role in this predicament. Egypt also faces water supply and sanitation issues, due in large part to the nation’s reliance on a single source of water –– the Nile. Faculty members at AUC’s School of Sciences and Engineering have been working toward applications that treat gray water (sewage that does not include toilet waste), using membrane bioreactors, to bring solids, organics and bacteria to levels suitable for reuse in various agricultural applications. Similar efforts are being exerted in promoting green-city concepts and developing recycling methods that increase capacity while meeting international standards. (AUC)

Security forces attacked and destroyed the famous book stands and kiosks in Nabi Daniel Street in Alexandria Friday to the outrage of the book sellers, public intellectuals and political parties.

The police, national and local, as well as civilian protection units marched into the street, which is famous for its used books market, with bulldozers and cleared away the stands and kiosks. (...)

The attack came against a background of a government campaign against street vendors of all kind nationwide and during the first week of new Alexandria governor Mohamed Atta Abbas’s term.

Ibrahim Swellam, another book vendor, told the Daily News Egypt that all the kiosks actually have licences. He asserts that the vendors obtained licences during the term of former Alexandria governor Mohamed Abd El-Salam Mahgoub.

Depuis la crise de la conception étatiste du développement, la promotion de la "société civile" est devenue l’un des piliers de la "bonne gouvernance". Les pays arabes et notamment Égypte ont été également concernés par cette nouvelle approche du développement. C’est ainsi que les pouvoirs publics manifestent une volonté de dialoguer avec la société civile. En parallèle, se manifestent, aujourd’hui, un renforcement du poids de la société civile, sous l’impact notamment d’un processus de démonopolisation du champ médiatique (journaux indépendants, émissions de TV, nouveaux médias) ainsi qu’à une diversification de ses acteurs : Ong, mouvements de protestation et collectifs et regroupements divers en milieu urbain et rural.

 

Ces différents acteurs se mobilisent autour de causes et d’intérêts multiples et contribuent à modifier partiellement les modalités de la gouvernance et de l’action publique sur le plan national et local. L’objectif de ce projet de recherche est d’analyser ces acteurs, leurs formes d’action et les modifications qu’ils impriment à l’espace public égyptien à partir des thèmes suivants : l’intégration nationale et la citoyenneté sociale et politique ; la réforme du système de la sécurité sociale et de la retraite, l’accès aux équipements collectifs et au logement ; la gouvernance de l’eau en milieu rural et la défense du patrimoine urbain.

 

Ce projet a pour objectif de contribuer, à partir de l’exemple égyptien, aux renouvellements actuels des théories sur la société civile et le politique dans le cadre des changements que la mondialisation imprime aux États et aux sociétés.

Le projet de recherche "Société civile et gouvernance en Égypte" est mené conjointement par l'IRD/UMR201 (Développement et sociétés) et le Centre d'Al-Ahram pour les Études Historiques et Sociologiques et ses responsables sont Sarah Ben Néfissa (IRD/UMR201) et Nabil Abdelfattah (Centre d'Al-Ahram).

Le président égyptien Mohammed Morsi a commencé officiellement a tweeter à partir de son compte personnel. Le compte, qui a 250 000 abonnés, a également obtenu le statut “vérifié” de Twitter aujourd'hui.

Dans son premier tweet, il écrit :"Tiens à dédier premier tweet aux martyrs de la révolution du 25 janvier et aux courageux syriens…"

Il semble que Morsi utilisera l'arabe et l'anglais pour tweeter.

Egypt said Saturday that it has coordinated an ongoing anti-terrorism offensive in the Sinai Peninsula with Israel, and that the campaign does not violate the two nations’ peace treaty.In the military’s first news conference since the operation began five weeks ago, Col. Ahmed Mohammed Ali also said Egyptian troops have killed 32 “criminals” and arrested 38 who included foreign drug traffickers. (...)

Egyptian officials have used this and similar qualifiers repeatedly to describe the country’s adherence to the treaty. For several years, Cairo has said it wants to see the treaty amended to allow the deployment of more troops. Israel has agreed to the temporary deployment of extra troops but is tepid to formal amendments to the treaty for fear of enshrining too much firepower on its border.

An Israeli government official, speaking on condition of anonymity because of the matter’s sensitivity, said there are ongoing communications between the two sides. (AP, via The Washington Post)

The Government of the British Virgin Islands have launched today (7th September) an unusual and “first” in numismatics which marks an important centennial anniversary of one of the most important ancient Egyptian finds. To commemorate the 100th Anniversary of the discovery of Queen Nefertiti’s Bust, this unique coin has been produced in the shape of the famous and most celebrated recognizable artifact.

Believed to have been crafted in 1345 BC, the bust was discovered in 1912 by Ludwig Borchardt in Amarna, Egypt. Queen Nefertiti, the Great Royal Wife of the Egyptian Pharoah Akhenaten, was given many titles including Hereditary Princess, Lady of Grace, Great King’s Wife and Mistress of Upper and Lower Egypt. Her name in hieroglyphs translates as Beauty of Aten, the Beautiful One has Come. Nefertiti and her legend was made famous by her bust which is a 3,300 year-old painted limestone bust. This bust has become one of the most copied works of art of Ancient Egypt and has made this Egyptian Queen one of the most famous women from the ancient world possibly with the exception of a later Queen of Egypt, that of Cleopatra. On June 24, 2012, I nearly died at the hands of a mob of Egyptian men in Cairo. I was stripped naked, dragged, beaten, and violated. For 20 minutes, I was rendered absolutely powerless in a mass sexual assault. A group of Egyptian men eventually fought through the crowd to save me. Inside a medical tent, women helped dress and console me. “This is not Egypt!” they exclaimed. But is it?

I now have the chance to rebuild my life. But what of the women who don’t have this chance? What of the thousands of Egyptian women who face sexual harassment (SH) everyday – how many people hear their stories? (...)

An independent judiciary that guarantees the rights to a fair trial and redresses of grievance, and allows access to justice, is a basic pillar of any modern state based on the rule of law. That is why the call to free the judiciary from the executive authority’s control has been one of the constant demands by the national movement in Egypt, both before and after independence. The Egyptian judiciary was severely tested in the wake of the 25th January 2011 Revolution. This was particularly evident in light of the plethora of political and economic corruption cases, the misappropriation of public funds, the obstruction of laws in which the regime of deposed President Hosni Mubarak was implicated, not to mention the killing of demonstrators and brutal suppression of peaceful demonstrations. The paper examines the obstacles that an independent judiciary faces, and the requirements of its reform; it also addresses the issues involved in establishing an independent judiciary, and guaranteeing justice through a fair trial. Du Caire à Tunis en passant par la Syrie, c'est l'arme favorite des salafistes: la prédication (da'wa). «Nous cherchons à ouvrir des bureaux de prédication dans tous les villages, afin que les Syriens retrouvent leur attachement à l'islam, après quarante ans de doctrine laïque baasiste», explique un militant salafiste joint au téléphone près d'Idlib. «Comme sous le communisme avec le Che, chaque combattant salafiste anti-Bachar se doit d'être aussi un propagateur de la foi», ajoute cet activiste, qui se félicite de voir les librairies de sa région de nouveau approvisionnées en livres d'Ibn Taymiya, le grand prêcheur salafiste du XIIIe siècle, interdit par le parti Baas. Essam al-Erian, acting head of the Muslim Brotherhood's Freedom and Justice Party and member of the president's advisory body, said on Friday that the Brotherhood does not interfere in President Mohamed Morsy’s affairs, especially as the president consults with a wide range of advisers before taking decisions.

Protesters objecting to Muslim Brotherhood domination of state institutions took to the streets in August and demanded that the group be dissolved, claiming that it controlled the president’s decisions.

Morsy was the FJP candidate in the presidential election and is the former head of the party. The Muslim Brotherhood’s founding of the FJP was controversial as some observers said the group was attempting to reproduce itself through the party after being deprived of legal political activities under the rule of ousted President Hosni Mubarak. AUC Library is hosting a special exhibition of architectural drawings by Ramses Wissa Wassef titled Ramses Wissa Wassef: The Architect and the Artist. The exhibition will showcase his architectural drawings collection, which documents his career between 1935 and 1972. Ramses Wissa Wassef was one of Egypt's most prominent 20th-century architects. The exhibition opens on February 19 and will continue until September 10.

The exhibition is open to the AUC community from 9 am to 4 pm, Saturdays through Thursdays. It is open to the public from 10 am to 3 pm on Sundays and Tuesdays only. Visitors should contact the AUC Library to inform them in advance via e-mail or at 202.2615.2923.

The results of the first Monthly Opinion tracker, conducted by the Egyptian Centre for Opinion Research, Baseera, hints to a general nod for Morsi's first 60 days in office, with some 77 per cent of Egyptians surveyed approving of the president's overall performance. Some 60 per cent would vote for him if the elections were repeated tomorrow, the poll revealed. However, that endorsement doesn't appear to stem from an outstanding performance on the five major topics of the first 100 days of his presidential programme.

This result was consistent among males and females, urban and rural residents, and only slightly different among the well educated versus the averagely educated. (Ahram Online)

Islamic preacher Sheikh Ahmed Amer has launched a campaign demanding the image of the eagle in the Egyptian flag be changed to the Muslim declaration of belief, “There is no god but Allah and Muhammad is His Messenger.”

On his TV show, “With the Holy Quran,” on the private Islamic preaching satellite channel al-Nas, Amer appeared on Friday evening holding an Egyptian flag in the form he proposed, saying that if the change he proposes is carried out, the flag “will always be raised.”

Amer gave the government a week to start implementing his suggestion before he calls on supporters to demonstrate in the streets of Egypt holding the new flag. (Al-Masry Al-Youm)

L’ancien présidentiable Hamdein Sabahi a affirmé que la minorité, et non pas la majorité dirigeait actuellement l’Égypte et que Mohamed Morsi est le président légitime du pays puisqu’il a été élu par les urnes, confirmant toutefois le droit de s’opposer au président et élire un autre après quatre ans.

Lors de la conférence organisée par l’ancien député du parti « la révolution continue » Mohamed Chabana, M. Sabahi a indiqué avoir redoublé d’efforts, de concert avec toutes les forces politiques, pour réaliser l’unité nationale.

Il a affirmé qu’aucune personne ou faction ne pouvait s’emparer d’une révolution comme celle du 25 janvier.

« La justice sociale est une demande nationale nécessaire pour parachever la révolution et exprimer notre patriotisme », a-t-il dit. (Al-Wafd, via Bonjour Egypte)

قضت محكمة القضاء الإدارى، برئاسة المستشار عبد السلام النجار نائب رئيس مجلس الدولة، بوقف قرار سفر التماثيل والآثار المصرية للخارج، بجانب إلزام الحكومة المصرية بإعادة 179 قطعة تخص الملكة كليوباترا من الولايات المتحدة الأمريكية للحفاظ علي الآثار وحمايتها من العبث بها ولعدم تعرضها للسرقة

 

Egypte - La Cour administrative décide de suspendre une décision de voyage des statues et antiquités à l’étranger….Et oblige le gouvernement à récupérer 179 pièces d’Amérique.

Le tribunal administratif, présidé par le magistrat Abdul Salam Al-Nagar, Vice-Président du Conseil d'État, a statué sur la suspension de faire voyager des statues et antiquités égyptiennes à l’étranger et d'obliger le nouveau gouvernement égyptien à rapatrier des États-Unis 179 pièces faisant partie du trésor de la reine Cléopâtre, afin de préserver les antiquités et de les protéger contre le “traficotage” et le vol.


L'ancien Premier Ministre, Ahmed Nazif, avait promulgué un décret pour exposer ces antiquités aux États-Unis sur la base d’un accord signé à titre "individuel" par Dr. Zahi Hawass, ancien Secrétaire Général du Conseil Suprême des Antiquités, avec trois associations américaines, dont l'American Geographical Society, propriété du milliardaire mondial Rupert Murdoch. Ceci étant en violation de l'article 10 de la Loi sur la protection des antiquités, qui prévoit l'irrecevabilité des contrats passés avec des associations étrangères pour exposer des antiquités hors d’Égypte.


Le procès intenté par Nour El-Din Gaber, Directeur de la documentation archéologique avait pour objectif d’exiger l’émission d’une décision de justice pour contraindre le Premier Ministre et les Ministres de la Culture et de l'Archéologie d’interdire le voyage au Musée Field de Chicago, de plus de 179 pièces d’antiquité et trésors de la reine Cléopâtre, et de les retourner au Musée égyptien du Caire.


Le procès s’appuyait sur le fait que le voyage de nos antiquités pour une exposition en Amérique violait la loi no.117 de 1984 pour la protection des antiquités, vu le caractère unique des objets exposés. De même, le fait que l'exposition était réalisée par des organismes non- gouvernementaux est en violation du code civil, ce qui nécessitait l’émission d’une décision de justice pour annuler ce voyage.


Le tribunal administratif avait déjà statué le refus du recours présenté par Zahi Hawass, Ministre d’Etat pour les Antiquités, contre son emprisonnement et son limogeage de ses fonctions. Hawas avait présenté ce recours devant le tribunal administratif, demandant que celui-ci rende une décision pour arrêter la mise en exécution du jugement de la Cour d'Agouza, ordonnant son emprisonnement pendant un an, le paiement de 500 LE de caution, ainsi que son limogeage et le paiement d’une compensation provisoire de 1,000 LE en faveur d’un citoyen nommé Farid Atteya pour la non-exécution par Hawass de deux décisions judiciaires émises en faveur du plaignant.

More than 200 people attended the meeting, including representatives of 33 unions affiliated to the Egyptian Federation of Independent Trade Unions, and two other independent unions, representatives from four further workplaces and workers’ committees, five rights centres and nine parties and movements.It was agreed to organise a variety of activities through the campaign, beginning with sending a memorandum to the president of the republic calling on him to quickly pass a law on trade union freedoms to stop the victimisation of trade unionists, and explaining that there will be no “renaissance” and no industry unless workers feel that they are treated with dignity in their own country, and that will not happen if they do not have trade unions to represent their interests and their demands.

The campaign will also send letters to the International Labour Organisation and the international union federations and the presidency, calling for the law on trade union freedoms to be passed. The meeting also agreed to organise press conferences and mass meetings in Cairo and the provinces in order to raise awareness of the importance of the law on trade union freedoms and why we are campaigning for its promulgation.

The meeting affirmed that rights are not won only by words, petitions and demands alone, but by force. Workers must show those in government their power by moving together in order to win the passing of the law, the return of colleagues who have been sacked for trade union activities, the end of all forms of victimisation of trade unionists, full recognition of the independent unions by the government and the employers, and by using marches, sit-ins and strikes in all workplaces if the authorities do not respond to their demands. Writers condemned the destruction of kiosks on an Alexandria, Egypt, street known for its booksellers, an action ordered by the city's newly appointed governor.Alexandria security officers began removing kiosks on al-Nabi Daniel Street, considered an important local cultural heritage site, early Friday, smashing displays in the book market and leaving piles of books, the Egyptian newspaper al-Masry al-Youm reported Friday.

The removal of the book vendors came on the order of Alexandria Gov. Mohamed Atta Abbas and was met with anger by writers and activists who called for demonstrations against the action, the newspaper said.

Egyptian writers denounced the destruction of the site, including columnist Bilal Fadl, who said in a Twitter comment, "I call on the Alexandria community to restore Al-Nabi Daniel's kiosks, protect sellers and not destroy the heritage of Alexandria for a governor suffering from intellectual difficulties and flawed priorities."

Abdul Hamid al-Atrache, le chef du Comité de Fatwa de l’université Al-Azhar en Egypte, a rendu une décision hier, pour que les Arabes « puissent désormais interdire légalement (ndlr : au nom de l’Islam), aux Juifs de visiter leurs lieux saints dans les pays arabes. » (JSS News)

Le photographe Johann Rousselot (Signatures) présente une série de portraits originaux de révolutionnaires du Web pris en Egypte, en Syrie, au Maroc, en Tunisie, en Libye.

Pour chaque pays où il est allé, Johann Rousselot a fait des portraits, puis il a collecté d'autres images, et il a mêlé les deux. Mais ce qui aurait pu n'être qu'un gagdet un peu gratuit donne finalement de l'épaisseur et de la substance à ces portraits. Le photographe a certes joué avec l'aspect esthétique des mots en arabe ou des symboles informatiques, mais il s'en est servi pour composer des images qui ont du sens. Le tout est vraiment réussi. L'Egypte veut former un quartet de médiateurs internationaux dans la crise syrienne. Le président égyptien Mohamed Morsi a relancé ce projet devant les ministres des Affaires étrangères de la Ligue arabe réunis ce mercredi 5 septembre 2012 au Caire. Les ministres arabes ont eux dénoncé des «crimes contre l'humanité» en Syrie et ont appelé le régime de Bachar el-Assad à «cesser immédiatement» les violences. Des violences qui se sont poursuivies sur le terrain, en Syrie, où selon l'OSDH, 90 personnes ont été tuées mercredi.(Alexandre Buccianti/RFI)
