allAfrica.com: Ethiopie: Assez d'eau dans le Nil pour partager, mais pas assez pour gaspiller (Page 1 of 3)

Addis Abeba — Alors que le projet de construction d'un gigantesque barrage en Éthiopie continue de susciter des inquiétudes en Égypte, qui se situe en aval du bassin du Nil, une nouvelle étude suggère que le débit du Nil est suffisant pour alimenter les dix pays qu'il traverse et que la pauvreté pourrait nettement y reculer si les petits agriculteurs avaient un meilleur accès au fleuve.

« Nous dirions qu'il y a physiquement assez d'eau dans le Nil pour tous les pays riverains », a dit Simon Langan, directeur du Bureau Afrique de l'Est et Bassin du Nil de l'Institut international de gestion des ressources en eau (International Water Management Institute, IWMI), lors du lancement à Addis Abeba de The Nile River Basin : Water, Agriculture, Governance and Livelihoods (Bassin du Nil : eau, agriculture, gouvernance et moyens de subsistance), publié par le Programme sur les défis en matière d'eau et d'alimentation du Groupe consultatif pour la recherche agricole internationale (GCRAI).

« Ce que nous devons réellement faire, c'est nous assurer que cette eau est accessible [...] Le taux de pauvreté est d'environ 17 pour cent en Égypte, mais il atteint près de 50 pour cent dans cinq des pays riverains plus en amont. L'accès à l'eau est donc très important », a ajouté M. Langan.

Selon un avis aux médias informant de la sortie du livre, le Nil a un débit « suffisant pour alimenter les barrages et irriguer les terres agricoles arides des dix pays riverains, mais les décideurs risquent de déposséder les pauvres de leur accès à l'eau s'ils n'adoptent pas des mesures de gestion de l'eau qui ne laissent personne de côté. »

Selon Seleshi Bekele, coéditeur du livre et spécialiste des ressources en eau et du climat à la Commission économique des Nations Unies pour l'Afrique, si de meilleurs semences et outils sont essentiels pour améliorer la productivité agricole, l'eau est encore plus importante.

After its media support of the revolutionaries, Doha is getting cozy with Egypt and Tunisia’s new Islamist rulers. In Libya, Qatar was at the forefront of Arab military and financial support for the NATO and Libyan rebel forces that unseated Muammar Gaddafi. In Syria, the emir is risking everything to bring down the Bashar al-Assad regime.

At the center of Qatar’s strategy is its historic ties with the Muslim Brotherhood, who have become the main beneficiaries of the Arab uprisings. Betting on the Brotherhood, however, has its risks – particularly among the other Gulf states, who view them as a greater threat than Iran.

"Qatar mon amour", titre le quotidien prorévolutionnaire.

Le titre est à double tranchant, puisque le Qatar vient d'annoncer une nouvelle aide financière massive, achetant des obligations souveraines égyptiennes pour 3 milliards de dollars (environ 2,3 milliards d'euros).

Mais "Qatar mon amour" est également le titre de la parodie d'une vieille chanson égyptienne, dans laquelle le comique Bassem Al-Youssef dénonce la mainmise financière du Qatar sur l'Egypte. Selon le journal, le compte Youtube du comique a dû supprimer la vidéo de cette chanson, officiellement pour des raisons de droits d'auteur.

Le Qatar, riche pays gazier du Golfe, va acheter en Egypte des obligations pour 3 milliards de dollars, qui vont s'ajouter à une assistance financière de 5 milliards de dollars, a annoncé mercredi le Premier ministre du Qatar, cheikh Hamad Ben Jassem Al-Thani.

"Nous avons décidé d'ajouter des obligations du gouvernement égyptien d'une valeur de trois milliards de dollars", a déclaré cheikh Hamad lors d'une conférence de presse avec son homologue égyptien Hicham Qandil.

Le Qatar a déjà fait don d'un milliard de dollars au Caire et placé quatre milliards de dollars en dépôt à la Banque centrale égyptienne.

Qatari Foreign Minister Hamad bin Jassem Al-Thani said that a number of Egyptian media outlets received funds to pit the public against Qatar. He did not specify the source of these funds.

Al-Thani’s statements came in a joint press conference with the Secretary General of the Arab League Nabil Al-Araby on Tuesday at the end of the Arab summit in Doha, reported Anadolu Agency.

Al-Thani said he was surprised by media statements regarding Qatari support for the Muslim Brotherhood in Egypt, but that he trusted the intellectual abilities of the Egyptian people.

He explained that Qatar had offered $2bn in aid to Egypt during the rule of the Supreme Council of Armed Forces before President Mohamed Morsi came to power in June.

The emir of Qatar, a tiny but super-rich nation that is assuming a growing regional role, proposed a "mini" Arab summit in Egypt to negotiate reconciliation between rival Palestinian factions, the Western-backed President Mahmoud Abbas' Fatah movement that controls the West Bank and the militant Hamas group, which rules the Gaza Strip. The Qatari emir also called on fellow Arab nations to help Egypt overcome its economic difficulties.

"It the duty of all of us to offer support to the brotherly Arab Republic of Egypt under these circumstances," he said.

Qatar has been generous with Egypt to keep its economy afloat and the emir's call for others to help betrayed the reluctance of other oil-rich nations to follow suit or offer significant assistance.

 

However, when Egypt's Islamist president took the floor in the summit's evening session, he warned against foreign meddling in his nation.

Mohammed Morsi said he would deal "firmly" and "decisively" with any foreign attempt to meddle in the affairs of his country, which has been mired in turmoil for most of the two years since Hosni Mubarak's ouster.

 

"Anyone is tempted to do so will be decisively and firmly countered by us," Morsi said. "We don't accept anyone sticking his finger inside Egypt." But he didn't elaborate.

 

Egypt is embroiled in a tug of war pitting Morsi and his Islamist allies against a mostly secular and liberal opposition. The crippling political impasse is compounded by economic woes and tenuous security.

Egypt’s economy is edging closer to collapse, and now there is one less place the government here can turn to for much-needed financial aid.

After promising $5 billion in soft loans and grants to help curb the Egyptian pound’s recent slide against the dollar, the tiny but vastly wealthy Gulf nation of Qatar is now backing off pledges of any further funding for the cash-strapped nation.

Observers saw Qatar and its royal family as initial backers of the Muslim Brotherhood government and its president, Mohamed Morsi, providing substantial funds and deposits to Egypt’s Central Bank. But earlier this month, the Qatari finance minister said there were no plans to inject more cash into Egypt’s flagging economy — crippled by a massive budget deficit. The finance minister did not give a reason.

Egyptian President Mohamed Morsi will arrive in Doha on Monday evening to attend an annual Arab League Summit slated for the following day.

Morsi will deliver Egypt's opening speech at the event, after which he is expected to hold talks with Qatari Emir Sheikh Hamad Ben Khalifa Al-Thani.

During his two-day visit, Morsi will also meet with officials of the Egyptian-Qatari Business Council and members of the Egyptian expatriate community in Doha.

Qatari investment in Egypt in on the rise. The Gulf country’s economic reach inside Egypt was apparent in recent statements by Qatari Prime Minister Hamad Bin Jassim. “Qatar will not let Egypt collapse economically,” he said. Qatar provided Egypt with aid and a deposit of around $5 billion. However, this all pales in comparison to rumors that the Qataris wish to acquire a large portion of UAE’s investments in the Suez region.

Nawal Saadaoui a déclaré dans une interview à Mosaique FM , que les Etats –Unis et Israël étaient surpris par le printemps arabe et qu'ils veulent, par le biais du Qatar ,avorter les révolutions surtout en Tunisie et en Egypte .

L'écrivaine égyptienne , qui a défendu pendant des décennies , les droits de la femme arabe ,a souligné que les courants religieux , qui ont pris le pouvoir à la faveur des révolutions arabes , continuent à réprimer les femmes et peuples arabes, comme s'il n'y avait pas de révolution .

Saadaoui a mis en garde contre l'agenda américano-israélien , exécuté par le Qatar , qui vise à affaiblir la Tunisie et l'Egypte en renforçant les courants salafistes qui ne font qu'attiser les dissensions et instaurer la violence .

Elle a accusé les frères musulmans en Egypte de se conformer aux directives américaines, comme au temps de Sadate et de Moubarek .

Un journal nous a appris cette semaine qu'un pays du Golfe désirait louer les monuments les plus connus de l'histoire de la civilisation égyptienne pour une somme de 200 milliards de dollars et pour une durée de cinq ans. 

200 milliards de dollars… la même somme qu'avait promis d'apporter le candidat Mohamed Morsi au pays lors de la campagne électorale avant son élection à la tête de l'Etat. Hasard ou coïncidence ? Pas besoin d'être un devin pour comprendre que ce pays, c'est le Qatar, ce micro Etat qui achète tout et n'importe quoi ces derniers temps, telle une Paris Hilton dans un centre commercial de luxe. Le Qatar veut organiser la coupe du monde de football ? Il investit des milliards de dollars dans des équipes de football européennes et achète les membres de la FIFA pour gagner leurs votes. Le Qatar veut faire des affaires ? Il rentre dans le capital des plus grandes entreprises européennes et installe ses hommes dans ses conseils d'administration. ان أثار مصر ليست أحجارا كما يتوهم البعض و لكنها علما استفاد منه الغرب و طوره اما نحن فلم نعطى لهذا العلم حقه فى التقدير
ان اثار مصر ليست احجاره و انما هى سبب سببه رب العالمين ليسترزق منه الاف العاملين فى مجال السياحه المرتبطه بالاثار الاسلاميه و القبطيه و الفرعونيه و اليونانيه و الرومانيه

و قبل ان اكتب عن تاجير اثار مصر اود ان نتذكر سويا ما حدث فى نوفمبر 2011 عندما وقف شباب مصر عند الاهرامات لمنع اقامة حفل خاص لشركه سياحيه بولنديه فى 11 نوفمبر 2011  و كان من المقرر ان يضم الحفل الخاص اكثر من 1000 يهودى من دول العالم و ذلك لاقامة طقوس دينيه يهوديه خاصه بالاهرامات و نجمة داود و كان المراد من هذا الحفل ان يبرهن اليهود للعالم انهم لهم جذورا حضاريه فى مصر و انهم بناة الاهرام

Les monuments de l’Egypte ne sont pas que des pierres comme le pensent certains. C’est tout un art, que l’occident a su développer et dont il a su profiter, alors que nous n’avons même pas su l’apprécier.

 

 Les monuments de l’Egypte ne sont pas que des pierres. Le Seigneur nous les a confiés pour qu’ils deviennent le gagne-pain de milliers de travailleurs dans les domaines du tourisme qui y sont associés, que ces monuments soient islamiques, coptes, pharaoniques ou gréco-romains.

 

Et avant d’écrire sur la location des monuments égyptiens, souvenons-nous de ce qui s'est passé le 11 novembre 2011, quand les jeunes égyptiens ont empêché la tenue aux Pyramides d’une cérémonie spéciale organisée par une société polonaise.  Cet événement visait 1000 juifs venus du monde entier, pour établir un rituel religieux juif lié aux pyramides et à l'étoile de David. Le but de cette cérémonie était  de démontrer que les Juifs étaient bel et bien liés à  la civilisation égyptienne et qu’ils étaient les constructeurs des Pyramides.

 

Egypte actus's insight:

La journaliste Dina Abdel Fattah « d’El Yom el Sabe’e » a mentionné au présentateur Gaber  dans son programme « Manchette »  le projet de location par un pays du Golfe des monuments et antiquités égyptiens pendant 5 ans, contre le paiement de 200 milliards de dollars. Seul ce pays aurait l’usufruit des Pyramides, du Sphinx ainsi que des temples de Louxor. Le reste des pièces et objets des musées, serait déplacé, si possible, dans ce pays.  La journaliste a confirmé qu’elle était en possession de documents prouvant ses affirmations.


Mohamed El-Bialy, chef du secteur des antiquités égyptiennes, a déclaré qu'il avait entendu cette nouvelle et l'a confirmé, indiquant que l’offre a été faite par cheikh Hamad bin Khalifa al-Thani du Qatar.

Le conseiller juridique du Ministère des Antiquités a recommandé le rejet du projet, du fait que ces richesses archéologiques appartiennent à l'Etat et ne peuvent être ni loués ni proposés à l’usufruit.

 

Nous sommes face à 2 cas de figure, en attendant qu’un responsable veuille bien faire une déclaration pour confirmer ou infirmer ces informations.

 

1- si ces nouvelles circulent pour « tâter » l’opinion publique, il faut savoir que les antiquités de l'Egypte ne sont ni à louer ni à vendre.  De même, que les monuments et antiquités ne peuvent pas rentrer dans le cadre des « sukuks » (obligations financières islamiques) comme les actions achetées par des non-égyptiens.

 

2- si ces nouvelles sont vraies, que celui qui a pris de telles décisions sache qu’il est en train de jouer avec le feu, feu qui le touchera en premier.  Il y a des milliers de travailleurs dans le domaine du tourisme, dépendant des monuments et antiquités.  Il y a aussi les Juifs qui veulent s’introduire dans les Pyramides afin d’y effectuer leurs rituels sacrés sans aucun contrôle ou supervision. Tout le monde devrait se méfier des conséquences de tels actes. 

 

J’espère que tout ceci n'est que rumeur, mais nous avions quand même le devoir de les mentionner.

Secretary General of the Supreme Council of Antiquities Adel Abdel Sattar denied news claiming that a Gulf country has offered to rent Egyptian monuments for five years.

In statements published on state television’s website EgyNews.net, Abdel Sattar described the news as groundless, saying Egypt has not received any such offers from other countries.

Members of the council this week rejected a proposal submitted by a local citizen suggesting that Egypt rent out its monuments, such as the pyramids and the temples of Luxor, to international tourism companies as part of a usufruct arrangement for three or five years.

The proposal was submitted to the Antiquities Ministry, which turned it down, saying monumental areas are owned by the state and profits from them are public funds that may not be exploited through a usufruct arrangement.

Meanwhile, Youm7, an independent newspaper, cited sources from the Antiquities Ministry as saying that some Gulf countries have offered to rent the country's historical treasures for three to five years for US$200 billion.

The website quoted Mokhtar al-Kasabany, a university professor and former adviser to the Supreme Council of Antiquities, as saying that Qatar has offered to hold a gallery of Egyptian artifacts in Qatar and to rent  monuments which cannot be transported. (Egypt independent)

pourtant, on peut louer pour un diner, une visite privative des tombes et temples à Louxor. ils devraient plutôt ouvrir de nouveaux sites (qui sont en état d'être ouvert), de réautoriser les photos contre un ticket photo comme avant.

selon Al Alam, citant Middle East on line, ce sont désormais les drapeaux non des Etats Unis ou Israël mais du Qatar que les Egyptiens incendient dans les rues du Caire. Devant les caméras du monde entier, "les jeunes égyptiens ont mis le feu aux drapeaux du Qatar , un pays qu'ils accusent d'ingérence dans les affaires intérieures de l'Egypte mais aussi dans les autres pays de la région.

 

Alors que les pays occidentaux se félicitent des ingérences de Doha, le cheikh Al Thani est de plus en plus hai dans la région pour ses immixtions diaboliques dans les pays de la région ; en Libye, en Syrie, en Egypte....les liens du Qatar avec les Frères musulmans d'Egypte suscitent l'inquiétude des pays comme les Emirats arabes unis qui vient de faire face à un complot salafiste et à un projet de coup d'état concocté par le Qatar  et cette inquiétude est celle partagée par de nombreux pays de la région qui voit en Qatar , le cheval de Troie de l'Occident et de ses projets expansionistes dans la région!

The Canadian Chamber of Commerce in Cairo (CanCham) has signed a cooperation agreement with Qatari Chamber of Commerce to promote and develop Qatari investments in Egypt and its exports to Canada.

The agreement also intends to strengthen the economic relations between the three countries and to facilitate communication to official authorities in order to create a cooperative atmosphere and to overcome obstacles.

According to the agreement, this will be accomplished by exchanging economic and commercial information and by granting access to economic laws, regulations and new amendments through bulletins.

Le Qatar apportera à nouveau une aide financière à l’Égypte, a annoncé son premier ministre, le cheikh Hamad bin Jassim al-Thani.  
Proche des Frères musulmans, le riche émirat achètera pour 2,3 mrds € d’obligations égyptiennes, une somme qui s’ajoutera aux 4 mrds € déjà versés depuis l’élection de Mohamed Morsi sous forme de prêts ou d'aides sans contrepartie. 
Le plan d’aide qatari prévoit également la livraison de gaz naturel à partir de cet été 2013. 
Par ailleurs, la Libye voisine accordera à l’Égypte un prêt sans intérêt de 1,5 mrd € sur cinq ans. 
Ce soutien doit servir à soulager le budget de l’État égyptien et à répondre à la fonte de ses réserves de change dans l’attente d’une éventuelle aide du FMI. 
Celle-ci, discutée depuis plus d’un an, porte sur 3,7 mrds € mais bute sur les problèmes de politique intérieure.

The Qatari government has agreed to provide an additional $3 billion of aid to Egypt, Qatar's Prime Minister Sheikh Hamad bin Jassim al-Thani said on Wednesday.

"We reached an agreement to add more bonds from the Qatari government in the amount of $3 billion. During the coming days, we will discuss the details of issuing those bonds," Sheikh Hamad told a joint news conference with Egyptian Prime Minister Hisham Kandil.

He did not clarify the way in which the aid would be structured. Kandil told the news conference that the aid would be in the form of "bond deposits", also without elaborating.

Sheikh Hamad said Qatar would supply natural gas to Egypt in the summer when it was needed. "We also discussed projects that we agreed on four or five years ago, especially in iron and steel," he said.

Qatar did not ask Egypt for anything in return for its latest aid, Sheikh Hamad added.

The gas-rich Gulf state has already provided Cairo with $5 billion in loans and grants since Egypt's Islamist President Mohamed Mursi was elected last year.

Un avocat égyptien vient de porter plainte, auprès d'un tribunal administratif, contre le Qatar, tout en demandant l'expulsion de l'ambassadeur qatari du Caire.Il s'appelle Taregh Mahmoud et sa plainte est arrivée, dans le bureau du vice-président du Conseil des ministres et président du tribunal administratif. "La présence de l'ambassadeur qatari, en Egypte, est un danger public, et il ne fait que comploter contre l'Etat", lit-on, dans cette plainte. "I profite de la crise économique et politique et en soudoyant les jeunes chômeurs, agit dans le sens d'une division confessionnelle du pays et d'une guerre civile". La plainte aborde, aussi, la nuisance de la chaîne Al-Jazeera et son influence nocive : "Cette chaîne n'est plus un média, un outil de diffusion des informations, mais elle en produit et à profusion, quitte à défigurer les réalités et à manipuler l'opinion". "Al-Jazeera est un outil aux services de la stratégie régionale du Qatar, qui est celle des Etats Unis". L'avocat  précise, d'ailleurs, le rôle de l'épouse de l'émir du Qatar, dans l'une des ONGs pro-qataries, actives, en Egypte. Cette association s'est transformée en une association wahhabite baptisée An sar aal Sana, moyennant une grosse somme de 196 millions  de dollars. Shareholders and investment funds that make capital gains from Qatar National Bank's (QNB) bid for Cairo-based National Societe Generale Bank (NSGB) will face a 10 percent tax, Egypt's tax authority said on Tuesday.

Egypt's regulator approved the QNB offer in February after insisting that the Qatari lender buy 100 percent of Egypt's second-largest private sector bank by market value rather than the originally planned 77 percent stake.(...)

The Egyptian tax authority said Societe Generale would be exempted from taxes for the transaction under an agreement to avoid double taxation between Egypt and France.

But individual shareholders and investment funds holding minority stakes in NSGB will have to pay a 10 percent tax on their gains, the tax authority wrote in a letter to the stock exchange, which was published on Tuesday.

Qatar called for more economic aid to Egypt Monday during the Arab Summit’s opening session in Doha.

During the opening of the 24th Arab Summit, Qatari Emir Hamad bin Khalifa al-Thani said, “We should economically support the Arab Spring countries, especially Egypt, for the sacrifices it made for the Arab World.”

“Egypt, with its standing and population, deserves support,” he added, describing such support as a duty.

Egypt’s economy is edging closer to collapse, and now there is one less place the government here can turn to for much-needed financial aid.

After promising $5 billion in soft loans and grants to help curb the Egyptian pound’s recent slide against the dollar, the tiny but vastly wealthy Gulf nation of Qatar is now backing off pledges of any further funding for the cash-strapped nation.

Observers saw Qatar and its royal family as initial backers of the Muslim Brotherhood government and its president, Mohamed Morsi, providing substantial funds and deposits to Egypt’s Central Bank. But earlier this month, the Qatari finance minister said there were no plans to inject more cash into Egypt’s flagging economy — crippled by a massive budget deficit. The finance minister did not give a reason.

 

The apparent about-face suggests that even countries with a seemingly unwavering commitment to Egypt’s economic and political recovery are having second thoughts about deepening their involvement with the increasingly unstable nation.

Morsi’s authority is under threat as sporadic violence chips away at law and order and parliamentary elections are stalled. Rising prices and fuel shortages are contributing to ongoing unrest, and the government has yet to put forth a comprehensive economic program.

 

“On the Qatari side, they are putting their money into a bit of a black hole,” Michael Stephens, a researcher at the Royal United Services Institute think-tank in Qatar, said of the country’s aid to Egypt. “What we don’t know is whether or not they [the Qataris] have allocated a specific budget for Egypt — how long they are willing to keep funding. They will stay in Egypt, but they will also be looking for other allies.” (...)

Qatar was in fact a longtime opponent of the former regime of Hosni Mubarak.

 

“Qatar has had a long relationship with Brotherhood figures that other GCC [Gulf Cooperation Council] countries simply didn’t,” Sabra said.
Indeed, the Qatari royal family has maintained decades-old ties with Yusuf Al Qaradawi, a prominent Egyptian theologian and Brotherhood-linked Islamic scholar that resides in Qatar.

La percée du Qatar en Egypte

Le président Mohamad Morsi doit se rendre les 26 et 27 mars au Qatar pour y assister au 34e sommet de la Ligue arabe. Ce déplacement est son premier dans la richissime monarchie gazière, mais fait suite à de nombreuses visites effectuées ces derniers mois au Caire par divers hauts responsables qatari, à commencer par l’émir du pays, Hamad bin Khalifa Al Thani.

 

Ces visites marquent un renforcement spectaculaire des rapports entre les deux pays, notamment depuis l’arrivée au pouvoir d’un président islamiste, issu des Frères musulmans. C’est d’ailleurs ces derniers qui gèrent les rapports avec Doha plutôt que le ministère égyptien des Affaires étrangères, court-circuité par les deux parties lors de déplacements de hauts responsables entre les deux pays. Il s’agit notamment des visites à Doha de Khaïrat Al-Chater, vice-guide suprême et homme fort de la confrérie.

Qatar says no more aid to Egypt for now

Qatar does not expect to give further financial aid to Egypt in the immediate term, Qatari Finance Minister Youssef Kamal said on Monday.

"We already announced $5 billion," Kamal told Reuters, when asked how much aid Qatar had provided Egypt to date.

Asked whether Qatar expected to provide more, he replied: "Not yet." He did not elaborate.

Qatar has been a key source of foreign aid to Egypt since its 2011 revolution through soft loans and deposits in Cairo's central bank.

 

With Egypt's foreign reserves falling to critically low levels and a hoped-for $4.8 billion loan from the International Monetary Fund delayed by political unrest, there has been speculation that Cairo could turn to Qatar for yet more aid.

Employees at National Société Générale Bank (NSGB) are threatening to strike on Monday after the Egyptian Financial Supervisory Authority approved a mandatory tender offer made by Qatar National Bank (QNB) to buy 100% of NSGB, Société Générale’s Egypt operation, instead of the originally planned 77.17% stake.

 

QNB made the request to Egypt’s Central Bank and it was approved last Thursday.

 

“QNB will buy 100% of the shares at EGP 38.65 per share,” said EFSA in a statement to the Egyptian Exchange (EGX).

 

QNB has offered this price compared with Sunday’s EGP 37.52.

Head of General Syndicate for Workers at Banks Gamal Abdel Nasser said that the workers will stage a protest before the lenders’ head office.

Meanwhile, EFSA told Reuters  that it had obliged Qatar National Bank to submit an offer for 100 percent of NSGB”.

 

“The problem here is in the word: Qatar,” said economy expert Sherif El-Khereiby.

 

“On a first impression, the situation may look negative, but the fact that money is entering the country is a good sign,” he said.

 

El-Khereiby said that officials in Qatar are unlikely to take advantage of the workers or “deceive NSGB in any way

Qatar's generosity towards Egypt is widely seen by non-Islamist Egyptians as the Gulf state seeking to establish a foothold in countries that have been swept by Arab Spring revolts.

Qatar was an anathema to former Egyptian president Hosni Mubarak, who had made no secret of his contempt for the super-rich state and what he saw as its propaganda tool, Al Jazeera television.

But all that changed with the fall of the Mubarak regime in 2011 and the rise of the Muslim Brotherhood as Egypt's most powerful political group.

Qatar has since poured billions of dollars into Egypt, mostly as bonds to bolster the country's fast-dwindling coffers. Top Qatari officials, from the emir down to the head of his intelligence agency and the powerful prime minister, have been frequent visitors to Cairo in recent months.

On the Egyptian side, the Brotherhood, rather than the foreign ministry, controls the country's dealings with Qatar. Khairat El Shater, a wealthy businessman and arguably the Brotherhood's most powerful figure who was disqualified from running in the country's 2012 election for president, has been the regime's point man on relations with Qatar, frequently flying there on unannounced visits.

Egypt's Minister of Manpower and Migration Khaled al-Azhari stressed that HH the Emir Sheikh Hamad bin Khalifa Al Thani and the Qatari government are the biggest supporter of Egypt after the January 25th revolution, pointing to the Qatari economic support for Egypt which consolidates the close relations between the two brotherly countries.

 In an exclusive interview with the Qatari daily (Al Watan) issued Wednesday, Al-Azhari said that in the coming period the Qatari market will witness Egyptian employment increase due to the increased demand for labor in all professions to begin the implementation of mega projects in preparation for the 2022 Fifa World Cup. The Egyptian Minister also indicated that Egyptian-Qatari relations have taken a new distinct turn after the revolution and said "it is enough that HH the Emir of Qatar was the first Arab leader to visit Egypt after the revolution and expressed great interest in enhancing the Egyptian economy," noting to the $2 billion deposit from Qatar which then was doubled to $5 billion besides the injection of $18 billion worth of investments into Egypt over the coming five years which has had a positive impact on the economic situation in Egypt and in turn will help to create more jobs. Meanwhile, al-Azhari denied that the distinct relationship between the Egyptian government and Qatar are the only reason behind this assistance, saying, "This is not true .. because Qataris are proud of Egypt, so they are helping its people."  More on: http://thepeninsulaqatar.com/latest-news/226387-qatar-biggest-supporter-of-egypt-after-revolution.html

It's a familiar image. But it's not the U.S. flag they are waving, it is that of Qatar, the Gulf state that has used its billions to spread its influence in the wake of the Arab Spring.

For most Western governments and officials, the influence of Qatar emir Sheikh Hamad bin Khalifa al-Thani's government is seen as broadly positive.

Qatar's neighbors are uneasy, however.

 

In Egypt, Libya and Syria, where Qatar tried to play a role post-Arab Spring, it finds itself blamed for much that has gone wrong on a local level. Close ties to Egypt's new leaders, the Muslim Brotherhood, have alarmed countries like the United Arab Emirates, where the Islamist group is still banned and which in January said it had foiled a Brotherhood-linked coup plot.

Senior officials in the UAE have long believed Qatar has long-term strategy to use the Brotherhood to redraw the region. (...)

 

"While prior to the revolutions, Qatar was seen more as a mediator, its foreign policy recently has been much more proactive and in some cases partisan." (...)

MUSLIM BROTHERHOOD?

The emirate has long been a country of sometimes baffling contradictions. While in many ways one of the most conservative of the Gulf states, it has also proved the most enthusiastic about the changes wrought by the Arab Spring.

Of the 1.9 million people who live there, only some 250,000 are ethnic Qataris, most of whom practice Wahhabism, the austere form of Islam also practiced in Saudi Arabia.(...)

 

The emirate has clearly emerged as something of a focal point for the group, originally founded in Egypt in 1928 and now with national chapters across much of the Islamic world. (...)

Senior Brotherhood officials deny any regional conspiracy; national chapters in different countries say they share ideology but have no direct links.(...)

 

As President Mohammed Mursi's government in Egypt has struggled with mounting economic woes, Qatar has stepped up as an increasingly vital financial backer. In Syria, it has been a leading supplier of rebel arms.

But already, Qatar is feeling the heat for its actions. In Libya, Qatar is being blamed for an increasingly destabilizing rise in Islamist intolerance and violence. In Egypt, it finds itself caught up in the popular dissatisfaction with Mursi and accusations of economic imperialism: a multibillion dollar Suez Canal investment deal was described by protesters as a foreign attempt to seize control of vital national assets. Indeed, Qatar's problems with its neighbors may be only just beginning.

"People asking questions are met with walls of silence," said the Doha-based analyst. "That doesn't wash very well with an Egyptian who has just been shot in the leg in Tahrir Square."
