The Egyptian presidency on Tuesday blamed Coptic youths for starting fights outside St. Mark’s Coptic Orthodox Cathedral with residents of the nearby Abbasseya district (...) Egypt's presidency will appeal a decision by the country's administrative court cancelling President Mohamed Mursi's call for a parliamentary vote starting April 22, his legal advisor said. Earlier on Wednesday the court's ruling threw the timetable for elections into disarray and raised fears the four-stage polls would be delayed at a time of social unrest and economic crisis. "The presidency respects the administrative court's decision and will stop the call for parliamentary elections. We are in a democratic system that respects the rule of law," adviser Mohamed Gadallah said. "Having said that, there will be an appeal of the court's decision filed by the State Judiciary Authority which represents the presidency and the government." He said the appeal will argue that election decrees are sovereign acts carried out by the presidency and should not be overturned. Gadallah however said the presidency respected the administrative court's decision and was not in conflict with the judiciary. The court's decision was based on a technical error because the Shura Council did not send the electoral law to the Supreme Constitutional Court for final review, he said. "I am of the opinion that the Shura Council should have resent the electoral law back to the constitutional court for final review before passing it." Egypt’s Muslim Brotherhood said it doesn’t interfere in the affairs of the presidency or any other executive bodies.
The group’s Guidance Office, its main decision-making body, and its supreme guide “have not interfered in any way” in President Mohamed Mursi’s office, spokesman Mahmoud Ghozlan said on the group’s website today.
His statement came in response to a report in independent daily Al-Shorouk yesterday of contacts between Mursi and Supreme Guide Mohamed Badie to resolve Egypt’s economic and political crisis.
Mursi’s critics say the president, who became the country’s first democratically elected civilian leader in June, has sought to advance the interests of the Brotherhood while failing to revive the economy or address social problems.
Presidential spokesperson Yasser Ali has been reassigned as director of the Cabinets Information and Decision Support Center, and replaced by President Mohamed Morsys advisor for Egyptian expatriates, Ayman Ali.
Sources said on Thursday that the move was part of a broader restructuring plan for the presidents team that would be presented to Morsy for approval on Saturday.
Ali came under heavy criticism for relentlessly denying news reports, and the president wanted to relieve him of this pressure, the sources said.
Yasser Ali, 48, was appointed as spokesperson on 30 June. He is a dermatologist who joined the Muslim Brotherhood in 1987, and has a diploma in media from Cairo

Le président Morsi avait assisté à la réunion du Conseil d'affaires égypto-allemand et examiné avec des penseurs allemands le processus de la transformation démocratique en Égypte et la coopération égypto-allemande. Egypt's presidential spokesman, Ihab Fahmy, has said that making arrests and maintaining security are the responsibility of the state and that the interior ministry is the concerned body.
Fahmy added in a statement that was reported by the state news agency that the government is keen on supporting the interior ministry at this critical time, calling on all forces to cooperate to restore the trust between the people and the police apparatus.
Police officers and central security forces began strikes in Cairo and other locations in recent weeks in protest against their involvement in political disputes and what they described as their inadequate preparation to confront violence.
In response to the strikes, some ultraconservative Islamist groups had called for communal police to assume the responsibility of maintaining security which some liberal politicians saw as an attempt to leave room for illegal militias to take the law into their own hands. President Mohamed Morsy appointed Foreign Ministry officials Omar Amer and Ehab Fahmy as the new spokesmen for the president's office. The men will succeed Yasser Ali, who will step down this month. Ali is set to take over at the Information and Decision Support Center, the Cabinet's think tank, in March.
Both Amer and Fahmy are well traveled after stints in several Egyptian embassies around the world. Amer worked in Australia, Vienna and Washington, while Fahmy was staff the nation's embassies in Algeria, Paris and Rome.
Privately-owned Al-Watan newspaper reported that Amer was the deputy ambassador to Washington before he joined the Foreign Ministry's EU partnership department. Previously, Fahmy was the political advisor for the Egyptian Embassy in Rome.
Ali said his new role was a relief, since working in the president's office as a member of the Muslim Brotherhood had been a burden due to strong criticism by opposition members for his political leanings. He made the comments in a phone interview Monday with privately owned channel CBC.
