Mona Mina has resigned as secretary-general of the doctors syndicate after less than two months in the post.

The first non-Muslim Brotherhood member to hold the post in decades and the first woman ever, Mina explained in a statement on Saturday that divisions within the syndicate's rank and file had left her unable to perform her role.

"Doctors are suffering from a horrible deterioration in their status and they are hugely divided," which according to Mina has left them frustrated, discontent and unable to make positive changes.

"Here is the impasse: I am asked to solve all problems with a magic wand and if I don't succeed I will be asked why did we vote for you? or accused of treachery or of changing after taking the post. For this reason I announce my resignation from my position at the syndicate," Mina said, adding that an official resignation letter would be sent to the syndicate's ruling council.

The council needs a unified army of doctors on its side, Mina said.

"If that army is not there, or it is divided or fighting internally instead of uniting to win our crucial battle, then unfortunately I will not take the lead in that war. I am not only being asked to lead from the front but also to win it by myself or with just a small number of colleagues," she added.

CAIRO: More than 40,000 doctors in Ministry of Health public hospitals and its various departments are expected to join a partial strike every Monday and Wednesday in February to demand the implementation of a doctor’s cadre.

The strike will take place in all public hospitals of the Ministry of Health and will affect all non-urgent medical services, an official source in the Doctors Syndicate told Youm7.

Military, police and university hospitals will not be affected, while all necessary emergency and urgent medical services will be provided free of charge, the source said.

The syndicate’s council called for an urgent general assembly meeting to discuss updates on the cadre and methods of escalation during the coming period, the source said.

The source added that the assembly is the decision-maker regarding the cadre crisis, noting that one of the suggested escalation methods that will be discussed during the meeting Friday is an open strike, in addition to mass resignations.

The mass resignations will be not be handed to the Health Ministry until they reach 20,000 resignations, the source said.

Representatives of Doctors’ Syndicates have met on Wednesday to discuss the controversial draft labour law which was among the top demands of the doctors’ strike.

Fou’ad said the country’s current state of affairs prevented many representatives to attend the meeting, but Cairo, Alexandria, and Minya and the General Syndicate were all well represented.

After discussing the labour law, the syndicate representatives also discussed the health insurance law.

Sana’ Fou’ad, treasure secretary for Cairo Medical Syndicate, said the doctors initially agreed to support the labour law which Al-Wasat Party adopted and presented to the Shura Council.

However, a top member of the Syndicate said the draft law they agreed upon was not the same draft law that was presented to the Shura Council, as it did not include changes previously agreed upon by the syndicate and Al-Wasat Party.

Doctors Without Borders denied that the draft was stolen by Al-Wasat Party and said the draft law was handed in by one of the thousands of doctors who participated in the strike.

Earlier in January, another draft labour law was published by the Ministry of Health on its website. “It was not presented to the Shura Council… We do not get the law,” said Fou’ad.

“It does not have the minister’s signature… So far it has not taken any official label,” he said. It stirred controversy during a press conference held on 5 January when verbal altercations broke out between doctors who were discussing it.

The labour law organises administrative, technical and financial matters for everyone who works in the field of medicine, not just doctors. The strike started on 1 October and was suspended on 21 December with the stipulation of passing the cadre law. (Daily News Egypt)

The security-general of Egypt’s Doctors Syndicate, Mona Mina, said on Wednesday that a nationwide strike includes 55 percent of Egyptian doctors.

The syndicate had announced a partial strike twice a week during the month of February in protest against conditions and another wave of strikes to start in March. 

The strike comes at a time where news that 24 people have died from the swine flu this winter have surfaced.

The Association of Egyptian Doctors in Riyadh (AEDR) was officially established on 21 March 2013, making it the first such entity to service tens of thousands of Egyptian doctors in Saudi Arabia’s nearly non-existent civil society.

The origins of this association date back to 2005. Yet since its initial foundation, and even before, tens of Egyptian doctors are reported to have been imprisoned — often without clear charges — and have reportedly been abused in detention.

Furthermore, Egyptian doctors employed in Saudi Arabia have reported a number of other grievances associated with contractual, legal and financial violations.

Frédéric Rouffet est docteur en égyptologie et travaille à l'université Paul Valery à Montpellier.
