Access and citizen participation. An update of indicators for the democratization of communications

Access and participation are concepts that emerged in the 70s as indicators of the levels of democratization of audiovisual communications. The work seeks to update these notions in a new scenario defined by the convergence between divergent sectors in the past such as audiovisual, computing and telecommunications. For this, is carried out a review of the most recent theoretical developments that address the changes in the broad sector of communication from the view of communication policy proposals and recommendations of legislation emanating from documents of international human rights. Reflection suggests that the actual technological potential to provide a converging universal service, providing internet, audiovisual and telephone services throughout Argentina, it can be seriously limited by onerous conditional modes of access, that can reproduce stratified communication citizenships. This work tries to generate indicators of access and participation that condense particular situations but with a historical look that also consider the increasingly rapid convergence process dynamics.

"Les enjeux sociétaux de l’EMI dépassent les murs de l’école et doivent mobiliser tous les acteurs pour renforcer le continuum entre temps scolaire et hors temps scolaire. Ce guide est le produit de cette mobilisation. "This research brief is a contribution by the Youth and Media Team at the Berkman Center to the first "Why News Matters" grantees workshop sponsored by the McCormick Foundation and organized by the Educational Development Center, Inc., which took place on March 8 and March 11, 2013, in Chicago. Informed by our own research and practice, with a focus on 'news literacy', the brief seeks to stimulate a discussion among the grantees about different approaches to defining, framing, and understanding core concepts such as 'news' and 'news literacy', and to provide a frame of reference for a debate about the question of 'why news matters'."

Digital Skills in the Z Generation: Key Questions for a Curricular Introduction in Primary School

"Media convergence and massive usage of Internet-connected devices, distinguishing features of our current society, cause chan-ges in the way that new generations learn and access knowledge. In addition, emerging new digital skills are necessary for the Zgeneration to face the challenges of a digital society. This quantitative study, with a sample of 678 Primary School students, aimsto provide empirical evidence about the level of digital skills of students belonging to this generation. The results show that theacquisition of digital competences is not inherent to use, but require specific instruction. Otherwise, there is a danger of creating a digital divide, not due to frequency of use or access to connected devices but to lack of instruction on how to use them. Theabsence of significant variance in the overall level of digital competence among Primary School students of different gradesreflects, to some extent, that this level is largely acquired by informal activities with ICTs in an informal context, rather than bydeveloping competences in a school context that affords gradual and progressive skills acquisition. The results show the need toaddress digital competence in schools, focusing on the systematic development and enhancement of its component areas to movebeyond the informal level and reach the academic level, thus facilitating digital natives’ access to future employment".

Children should be taught how to recognise "fake news", the Organisation for Economic Co-operation and Development's education director has said.
Fake news, in which falsehoods are presented as being factual, are often placed on websites which look like official media outlets.
Schools need to teach pupils to think critically and analyse what they read on social media and news sites, said Andreas Schleicher.
The education director plans to include questions about "global competencies" in future international Pisa tests.
