«Global citizenship assumes ease of participation in global spaces in which persons are media and information literate and are equipped with competencies and attitudes to deal with the multi-faceted nature of a mediated world in which information is no longer bound by space or time. The unprecedented access to and use of media and Internet technologies for communication and collaboration especially among youth, suggest that effective strategies must be found to enable active critical inquiry and effective media production. The proliferation of mediated spaces throughout education environments, as well as personal and professional environments, does not in itself guarantee that citizens will consider their role as global citizens as they create and consume media. This awareness must be cultivated, encouraged and taught.»

A desorientação é a característica comum e o sinal de que já estamos vivendo o que pode ser definido como “guerra da informação”. Cada vez mais os conflitos modernos tendem a ser decididos por quem maneja a informação, uma arma mais eficiente, ampla e duradoura que os mísseis ou balas.

O termo telespectador refere-se aos indivíduos que assistem a determinado programa televisivo. O estudo e o conhecimento dos seus comportamentos são determinantes para a produção televisiva, na medida em que ajudam a estruturar a grelha e o conteúdo dos programas que os canais apresentam.
A medição das audiências permite conhecer o perfil do público e adequar, ainda, a oferta televisiva aos interesses dos telespectadores e dos anunciantes. As audiências refletem, assim, uma representação quantitativa do público, mas será que traduzem uma interpretação qualitativa?
Num contexto de constantes inovações tecnológicas, a televisão generalista procura adaptar-se aos novos hábitos de consumo de um público que dispersa a atenção com outros tipos de ecrã, nomeadamente do computador, do tablet e do telemóvel. Surge assim a televisão interativa.
A maneira como consumimos televisão mudou drasticamente. Praticamos cada vez menos zapping e vemos cada vez mais as séries, os documentários que nos apaixonaram. Com a chegada das boxes podemos chegar a casa atrasados e recuperamos os programas que queremos ver.
Esta nova geração ativa de espectadores televisivos coexiste com uma mais tradicionalista. Neste ambiente bicéfalo assistimos também à concomitância entre telespectadores exigentes (que querem conteúdos sérios e aprofundados) e telespectadores que procuram apenas entretenimento e evasão do quotidiano (independentemente da qualidade dos programas a que assistem).

In its latest report about reading, for the 2013-14 school year, Renaissance Learning gathered data from its Accelerated Reader-hosted database, utilized in more than 31,600 primary and secondary schools last year. The database includes book-reading records for more than 9.8 million students, who read more than 330 million books.

Among the general reading highlights:

• On average, students read the most books in grades 2 and 3 (about 57 and 51 per year, respectively), and the fewest in grades 11 and 12 (about 5 per year in each).

•The average number of words students read in books per year begins at about 25,000 in grade 1, rises each year until its peak at about 436,000 in grade 6, and then decreases to the low 300,000s by the end of high school.

ERC promove consulta pública sobre novos media

Nesta consulta pública, que se prolonga até 12 de dezembro, pretende-se:

 

1) redefinir o conceito de órgão de comunicação social, no sentido de estabelecer quais os conteúdos que estarão sujeitos a regulação;

2) definir diferentes níveis de regulação, consoante a natureza de cada órgão de comunicação social;

3) discutir em que medida o quadro legal existente permite o apropriado enquadramento destes novos media e identificar pontos carecidos de alteração legislativa;

4) alertar para a interação entre produtores de conteúdos e utilizadores: o caso especial do conteúdo produzido por utilizador (UGC - user generated content.)

La question pourrait paraître évidente, et pourtant jamais la frontière entre ces deux terminologies n'a été aussi mince. La défiance que rencontrent actuellement les journalistes ne doit pas y être pour rien. Dans le même temps, il y aurait aux États-Unis quatre fois de plus de communicants que de journalistes. Un combat perdu d'avance? Pas si on considère que chacun remplit une fonction au sein de notre société.

Luciano Floridi is an Oxford University academic with an intriguing title: professor of philosophy and ethics of information. He works at the Oxford Internet Institute.

Prof Floridi has just written a book which takes a wide view of the great connectivity disruption of our times.

It is one of an interesting new handful of thoughtful volumes about technology which are a welcome distraction from that torrent of how-to-do-technology business books that have dominated publishers' output until recently.

Prof Floridi's book is called "The 4th Revolution: How the Infosphere is Reshaping Human Reality". It is noteworthy because of the way he widens the high-tech horizon.
