There are few more urgent challenges facing America than preparing our students for successful careers and lives in the 21st century. Over the past several decades, educators, reformers, and policy makers have tried many approaches to help us meet this challenge, but the result is the same: test scores, imperfect but reasonable yardsticks of performance, are flat lining or showing modest growth. We must accelerate our progress to prepare all of our students to compete in the global economy.

In particular, districts are committing to:Design, implement, assess and scale up personalized learning environments that will enable all students to achieve college- and career-ready standards;

Work Should be Real and Authentic
Are classroom activities of interest to students? Are there tools available to students to access current content? When the Arab Spring erupted, students in the Yarmouth Schools had many questions. Teachers were able to help them find valid and real information online. Class discussions were held using Google Docs and face to face. An opportunity to work with a class in Egypt was available later so that students could ask questions.

Advances in technology can improve the quality, accessibility, cost-effectiveness, and efficiency of assessments. Building on the success of member states and catalyzing the creation of new technologies will allow the Smarter Balanced Assessment Consortium to:
Accurately and efficiently measure student achievement and growth through computer-adaptive testing;Develop innovative and real-world test items that assess the breadth of the Common Core State Standards for virtually all students, including those with disabilities and English language learners;Enhance teacher and administrator professional development and capacity building at the local level; andLeverage cross-state resources to deliver assessments and produce both standardized and customizable reports that are cost-effective, timely, and useful for teachers, students, and parents to track progress towards college- and career-readiness.
The Smarter Balanced Technology Strategy Framework and System Requirements Specifications provide minimum hardware specifications and basic bandwidth calculations that will allow schools and districts to evaluate which of their existing computers will support the administration of the assessment system in the 2014-15 school year.
Collaborative annotation tools are a social starting place for immersing students in the scholarly practice of research and annotation, while encouraging them to share information and build on the work of others in a dynamic community of thought. With tools like Diigo,students might have the opportunity to collaborate on the interpretation of resources in ways not possible inside a classroom or with printed materials that should not be written in, such as library books. In addition, while scholars have found in the web an unparalleled information resource, using it effectively depends on tools that help organize the data and simplify the process of locating resources when they are needed.
