Legal limits must be placed on the private business use of student data gathered as part of providing services to schools and school districts. FERPA, it seems, does little to limit other uses for student data gathered by private vendors who deliver educational services to schools and students..

It is always necessary to consider the difference between outputs and outcomes. However much you read about it and think that the difference is clear, there is always confusion about both concepts ... even many projects and evaluations still focusing on the outputs. I can think in few clearer ways of expressing the difference as the same article states: Outputs are for programs. Outcomes are for people.
