In my opinion, it's clearly better to have evidence led school improvement.  This document (from the Sutton Trust) is an excellent summary and guide to effective development of teachers for improved outcomes for pupils.

Why am I posting this when I'm as far from Scotland as you can be in the UK?  Well, there's a drive to say "Anyone can teach- all you need is QTS"

You do need QTS, but you also need for many schools, and many countries, a proper teaching qualification such as a PGCE as well.  You only need to read "Developing Teachers" to see why the proposal in the Carter review (Recommendation 14) has been rejected by many schools (and countries) which still insist on properly qualified staff.

The quality of teaching matters; if you wish to enter the profession then you really need a full and proper qualification.
