About 70 percent of America's elementary schools still rely on slow Internet connections. But in rural areas, the challenges—and costs—make getting broadband particularly complicated.

I grew up in a rural area and there are still challenges getting broadband in huge swaths of our great country. If there is cell service in an area the schools may have to give a lot of consideration to using a BYOD (Bring Your Own Device aka cellphones) strategy.
