The FIPSE-funded Quality Matters (QM) project is creating an inter-institutional continuous improvement model for assuring the quality of online courses. To characterize quality, QM first turned to the research literature and national standards. QM teams identified 40 elements, distributed across eight broad standards, shown to positively impact student learning. These elements were then incorporated into a web-based rubric and weighted from 1 to 3, where 1 is important and 3 is essential.

We have attempted to make our standards high without being unattainable, specific without being rigid. We have also tried to go "deeper" than a number of other guidelines we have reviewed.

This includes standards for online teacher preparation that make sense and establish a solid foundation for schools going into online education. Although somewhat dated, this article provides a very good foundation for all working in distance education.

Carnegie Mellon University is convening a high-powered consortium of educators, researchers, and technology-company executives that will spearhead efforts to develop standards and promote best practices in online education.

Dennis T OConnor's insight:

It will be interesting to see what this consortium can add to the work already done by the Sloan-C Quality Matters research.  When the day comes I'll set these new standards side by side with QM and look for overlaps and perhaps some interesting differences!
