As we continue to discuss important issues such as access, affordability, and personalized learning in higher education, we would be helped by having a richer understanding of the changes that are already occurring. I would like to offer a more descriptive view to capture the growing number of approaches enabled by educational technology. The following is certainly not exhaustive, since the field is rapidly changing. In addition, not all of these models will end up thriving in the long term. I have a master's degree in technology integration and instructional design from Western Governors University. This was a competency based degree I earned thanks to a scholarship from the Milken Family Foundation. It took a great deal of hard work and dedication. I'm better for the experience. ~ Dennis

Mozilla’s Open Badges Initiative and MITx—the Massachusetts Institute of Technology’s cutting-edge initiative offering free, high-quality college courses online—have put a public spotlight on alternative ways to deliver postsecondary education that not only document whether a student has achieved a level of competence but also validate the learning that’s occurred. These two innovative education models differ from traditional education by focusing strictly on the demonstration of competency regardless of how long it took a student to gain that competency. But here’s the catch: For all of the enthusiasm that Duncan and others express for spreading WGU’s approach further in higher education, many experts on nontraditional education say that the federal regulatory bureaucracy that Duncan now oversees serves to discourage -- if it doesn’t outright deter -- other institutions from following in the unconventional university’s footsteps.
