As the nation's oldest and largest state virtual educator, the Florida Virtual School is often held up as a model for similar state-backed endeavors to follow when crafting a funding system and putting e-school accountability measures in place.
But at the same time, this major symbol of the virtual education movement is facing increasing scrutiny about its effectiveness as the popularity of online education has expanded in Florida and the country. Some observers of the field want more proof that the FLVS model leads to academic success for students.

Students take classes over the Internet from teachers employed by the corporate partner, not by the physical schools. Representatives from K12Inc. say this new-wave educational approach is perfectly tailored for students who are either home-schooled, like Theo had been, or struggling in traditional schools. Critics say the schools are not only illegal but also a way that for-profit companies can siphon off millions in tax dollars while delivering dubious results.

Their experiences as cyber students were drastically different. Opening the district’s Falcon Virtual Academy in 2010 helped tackle the challenges of a crowded district and improve student performance.

 

"Based on the success of that experience, McClelland and her team took online learning to the next level. Now, as Innovation Leader for the district’s iConnect Innovation Zone, McClelland and her team have developed nine additional part-time and blended learning schools and programs, meeting more individualized learning needs of more students. Next up for the district is the addition of online credit recovery, RTI interventions, gifted-and-talented enhancement, and foreign-language programs."

In innovation-friendly pockets across the country, the number of hybrid charter schools—those that blend online and face-to-face instruction—has been growing over the past five years.

But now, the educational model seems to have shifted into overdrive.

 

Major philanthropies—most notably, the Bill & Melinda Gates Foundation—have launched funding initiatives directed specifically at hybrid school models, which because of their unorthodox ways of allocating resources often are able to operate best as charter schools.
