So what exactly the author suggests: do not arrest blacks for possession & ignore these cases, arrest only white for possessions, arrest equal numbers of blacks and whites for possessions, make arrests proportional for each race or simply ignore the law?

We arrest who we police, who we target, who we decide to stop and search - and people from Black and Minority Ethnic Communities are disproportionately targeted. It's not about ignoring the law its about applying the law more equally to all.

Maybe its not hypocrisy - drug testing schemes provide significant business opportunities - and ex-police, DEA and politicians have a financial interest in these drug testing companies.


Maybe it wasn't drugs he was bothered about when he voted for 'Drug Testing' but simply the business opportunity.

Supply = 2yrs prison.
Only government approved drugs can be bought and sold.

 

The Police are making full use of the new powers that extend prohibition which is why the PSA was voted in by an overwhelming 119-1 votes by MPs

Results. With the exception of higher drug use in San Francisco, we found strong similarities across both cities. We found no evidence to support claims that criminalization reduces use or that decriminalization increases use.

I think it’s fair to suggest that the CDPC favours a model of regulation that draws on the best evidence from public health regulation of alcohol and tobacco. But when it comes to cannabis regulation the devil really is in the details.
