This socially constructed bifurcation of substances established a Drugs Apartheid that outlawed particular drugs so what we have is a 'War between Drugs' that ultimately became a war on people who used substances that didn't have government approval.

Black and Minority Ethnic groups and the discarded working class have been major casualties in this war. Radical drug law reform rooted in scientific evidence and human rights is needed to end the oppressive and unjust drug laws that have caused more harm than good.

While there is some understandable excitement and celebration at seeing prohibition begin to crumble - these are critical, if not dangerous times of change. Using international examples this lecture will outline the need for change, critically evaluate the risks of particular drug policy changes and explore principles to underpin drug law reform.

A paper presented at the annual congress of the European College of Neuropsychopharmacology (ECNP) in Berlin says that moderate cannabis use by adolescents does not lead to educational or intellectual decline, but that heavy cannabis use is associated with slightly poorer exam results at age 16.

This debate begins with some prejudicial slur alleging something unfounded - just like the Crack Cocaine Baby scare and then we have to spend two or maybe three decades discussing, debating and researching what was an unfounded claim in the first place.... hhhmmmm!

Passive Cannabis Smoke Can Result in a Positive Drug Test

Increased cannabis potency has renewed concerns that secondhand exposure to cannabis smoke can produce positive drug tests. A systematic study was conducted of smoke exposure on drug-free participants. No presumptive positives occurred for non-smokers at 100 and 75 ng/mL; a single positive occurred at 50 ng/mL; and multiple positives occurred at 20 ng/mL. Maximum THCCOOH concentrations by GC-MS for non-smokers ranged from 1.3 to 57.5 ng/mL. THCCOOH concentrations generally increased with THC potency, but room ventilation substantially reduced exposure levels.


These results demonstrate that extreme cannabis smoke exposure can produce positive urine tests at commonly utilized cutoff concentrations. However, positive tests are likely to be rare, limited to the hours immediately post-exposure, and occur only under environmental circumstances where exposure is obvious.

We believe that drugs control policies should be subordinated to guiding principles of sound governance, such as those laid out in the the Universal Declaration of Human Rights and the Convention on Biodiversity, among other international agreements. We refer in particular to those principles which guarantee respect for social, economic and political rights, and the cultural diversity of all human beings, and those which take into account the sustainability of the planet. We believe that such policies should be dedicated primarily to supporting the creation of structures which would allow for the reduction of eventual harm that the production, trade and consumption of illicit drugs can cause.

 

Therefore, we propose that the governments of the world take the following measures to improve current drugs control policies, thereby increasing their effectiveness, viability and credibility:
