This socially constructed bifurcation of substances established a Drugs Apartheid that outlawed particular drugs so what we have is a 'War between Drugs' that ultimately became a war on people who used substances that didn't have government approval. Black and Minority Ethnic groups and the discarded working class have been major casualties in this war. Radical drug law reform rooted in scientific evidence and human rights is needed to end the oppressive and unjust drug laws that have caused more harm than good.

The gangly, 46-year-old father of three speaks five languages and talks effortlessly about international politics. What he can't do, for the moment at least, is kick his cocaine and heroin habit.

But when he shoots up, Kais Neni now goes to a supervised, state-funded drug consumption room -- Denmark's 18-month-old approach to a problem with no easy solution.

"It's better than being in the streets," said Neni, before getting his fix in the space where a medical professional remains on hand to help drug users if they overdose.

Testifying before the House Judiciary Committee yesterday, Attorney General Eric Holder was grilled once again about his response to marijuana legalization in Colorado and Washington. He correctly responded that the Justice Department has "a vast amount of discretion" in deciding how to enforce the Controlled Substances Act and argued that his decision to focus on eight "federal enforcement priorities" in states that have legalized marijuana for medical or general use is "consistent with the aims of the statute." Rep. Jason Smith (R-Mo.) was not buying it. "Federal law takes precedence" over state law, Smith said. "The state of Colorado is undermining...federal law, correct? Why do you fail to enforce the laws of the land?"

Just over six years ago, in the lush Upper Galilee of northern Israel, the nation’s first large-scale harvest of legal medical marijuana was flowering on the roof deck of Tzahi Cohen’s parents’ house, perched on a cliff overlooking the bright-green farming village of Birya. Until then, fewer than 100 Israeli patients suffering from a short list of ailments had been allowed to grow the plants for themselves, but this marked the first harvest by a licensed grower.

As someone acknowledged throughout the world as a specialist in how drugs affect the brain, I know a great deal about cannabis, and I know that the facts are not there to stand up such an outrageous statement.

With the news yesterday of the attempted arson of a legal highs store in Invercargill, it’s reasonable to ask whether we’re on the verge of public hysteria about synthetic cannabis. The next question would be why it’s happening now, when 95% of retail outlets for such products have been either shut down or forbidden to to sell the products – and those remaining are closely monitored and, for the first time, required to be strictly R18 premises.

New Zealand is reaping the problems created by pushing hard zero tolerance and prohibition and dropping in some regulation at the same time. The public are getting different messages and are confused.

Britain stockpiled drugs for predicted bird flu in 2005 and swine flu in 2009 that independent scientists say are no cure.

The Cochrane Collaboration, a group of independent scientists who investigate the effectiveness of medicines, says that the best Tamiflu can do is shorten a bout of flu by approximately half a day – from around seven to 6.3 days.


They also found worrying side-effects in people taking it to prevent flu, which had not been fully disclosed, including psychiatric and kidney problems. "There is no credible way these drugs could prevent a pandemic," said Carl Heneghan, professor of evidence-based medicine at Oxford University and one of the team. They are now calling for the WHO to review its advice to countries and for the UK government not to renew its stockpile when the drugs go out of date.

The THC metabolite THC-COOH can be present in the urine for weeks after last exposure.Some studies finding no relation between marijuana use and driving impairment use urine drug screens for THC-COOH as a marker for use, a clear invitation to bias.Studies have indicated that marijuana use impairs visual tracking, reaction time, and attention.Blood THC concentrations are only measurable in the first 2 hours after smoking, but cognitive and motor effects may last for 8 hours or longer.A negative blood test for THC does not rule-out impairment from marijuana.Whereas laboratory studies have consistently demonstrated marijuana-induced impairment of vision, coordination, and attention, driving-simulation studies have not been as clear.Studies demonstrate that alcohol impairs driving ability along with the subject’s ability to perceive the impairment; in contrast, cannabis makes the subject feel he is more impaired than he actually is.

I would say conclusively from experience that driving while stoned is a complete no-no. Time, space and reaction all go to pot (!) for a good couple of hours after smoking and the subjective experience is worsened by the notion that you are driving far worse than you are, hence pottering along at 10mph  thinking you're doing 40.

Background: An international expert panel convened by the Independent Scientific Committee on Drugs developed a multi-criteria decision analysis model of the relative importance of different types of harm related to the use of nicotine-containing products.Method: The group defined 12 products and 14 harm criteria. Seven criteria represented harms to the user, and the other seven indicated harms to others. The group scored all the products on each criterion for their average harm worldwide using a scale with 100 defined as the most harmful product on a given criterion, and a score of zero defined as no harm. The group also assessed relative weights for all the criteria to indicate their relative importance. Findings: Weighted averages of the scores provided a single, overall score for each product. Cigarettes (overall weighted score of 100) emerged as the most harmful product, with small cigars in second place (overall weighted score of 64). After a substantial gap to the third-place product, pipes (scoring 21), all remaining products scored 15 points or less. Interpretation: Cigarettes are the nicotine product causing by far the most harm to users and others in the world today. Attempts to switch to non-combusted sources of nicotine should be encouraged as the harms from these products are much lower.
