I like this "playbook".  In fact, it's a book for drafting your enrollment strategic planning rather than another report to read.  If you buy the ideas, you might consider to write down your ideas at the end of each chapter.  Once you done all, it could be part of your strategic plan, whether it's online or on campus.

ROI?  The answer is: "When one looks at the cost of turnover of employees, recruitment costs, huge training costs — with the average of 90 days until people quitting, the goal becomes improving the pool of available talent for other supervisory or unskilled jobs."

This is an abstract of PEW latest report (concise 90ish pages to 20ish pages).  There are 4 themes in the report (Check the abstract yourself to find out what they are, hint is they are related to the topics, skills in the future job mkt).  To some extent, I will see the role of on-campus PSE and online prog in these 4 themes.  Neither PSE nor Online program could accomplish all 4 themes alone.
