It started not with a Facebook group or Twitter hashtag but a paper form. The day before what may have been the largest protest in history (and undoubtedly the biggest in Egypt) Mahmoud Badr, spokesman for Tamarod – ‘Rebel’ in Arabic – announced that they had collected 22,134,465 documented signatures on petition sheets calling for President Morsi’s removal and new presidential elections. Although impossible to verify, the numbers Tamarod mobilized on the streets – one military source estimated 14 million Egyptians protested on June 30th – told their own story.

It was, joked the famous Egyptian political cartoonist Adeel, “a defeat of Facebook and Mark Zuckerberg and a thunderous triumph for Xerox!” In fact, it was much closer to the mix of people simultaneously acting through the street and via modern technology, as I identified in my feature on the Arab Spring (see “Streetbook”).

Global Voices Advocacy's Netizen Report offers an international snapshot of challenges, victories, and emerging trends in Internet rights around the world. We begin this edition in the EU, where last week France trashed its controversial ‘Hadopi’ anti-piracy law and German Chancellor Angela Merkel called for greater protections for user data in the EU, reminding us that not all news is bad news.

National Policy

French legislators struck down the heavy-handed ‘Hadopi’ online copyright law. Under the law's “three strikes” rule, users who violated copyright restrictions three or more times could be punished by having their Internet connections cut. The Guardian reports that legislators are seeking policy reforms that will shift the focus of law enforcement towards commercial piracy issues.

German Chancellor Angela Merkel promised to push for tougher laws in the EU aimed at protecting personal information on the Internet. According to Merkel, a region-wide approach that unifies the diverse range of data protection laws that individual European states have adopted will improve user protections overall.

Iran launched a “national email service” that all citizens will be required to use to “safely” communicate with government officials. It remains unclear whether this will impact access to other email providers. President-elect Hassan Rouhani has called for less filtering of the Internet, saying “gone are the days when a wall could be built around the country.” Analysts see the debate over Internet policy as critical to Iran’s future, as relaxation of controls could help bolster the country’s economy.

A meu ver, o “monstro” não tem nada de autoritário, muito pelo contrário, ele é um terreno de experimentação e de inovação – estético e político – fundamentalmente democrático. O “monstro” é a verdadeira democracia: aquela na qual formas, conteúdos, princípios e processos são indissociáveis. Por que ter medo? (...) O trabalho da multidão supõe saberes e fazeres cooperativos e colaborativos. Em muitos casos, são produções quase sem autoria ou que exige outros modos de autoria, desde os aspectos legais até os gêneros expressivos. E se esse trabalho material e imaterial da multidão é analógico ou digital não importa tanto"

Global hacktivist group Anonymous has leaked the 1990-2011 financial accounts of the governing Partido Popular (PP) [People's Party] to the Internet.

Recently, the judge overseeing the Gürtel case, an ongoing political corruption scandal in Spain that implicates PP members, asked for access to the documents dated since 1990 on the suspicion of illegal financing. The PP refused, claiming that they were only obligated turn in documents from the last five years.
