Learning with 'e's: Reading the World

Steve Wheeler on the difference between a literacy and a skill.  it's all about social and cultural context, 'reading the world not just the word'. 

Social & cultural norms of digital literacy, or 'netiquette' would prove quite complex for beginner ESOL learners to acquire.

Should we wait for them to acquire these 'serendipitously' or explicitly teach them?  If the latter, who teaches them?  ESOL or IT tutors?
