Ted Gayer of the Brookings Institution and Kip Viscusi of Vanderbilt University have a new Mercatus working paper that is a careful and thoughtful critique of the rationale, the methodology, and the outcomes of federal energy efficiency regulations. Using standard Pigouvian externality theory, most environmental regulations are based on the “market failure” rationale that individual actions create unaccounted-for and uncompensated costs. Gayer and Viscusi begin their argument with the claim that such a rationale for regulation is indeed valid, to the extent that such costs exist. It also matters whether or not those costs are relevant at the margin — would imposing a tax for a cost or a subsidy for a benefit change the individual’s actions in ways that would account for the externality? If not, then it’s an irrelevant externality.

Blackouts across northern India this week have highlighted the urgent need to improve grid control by investing in more modern technology for measuring and visualising power flows across the network to ensure corrective actions can be taken more quickly.

 

India lags behind grid operators in advanced economies, as well as emerging markets such as China, Russia, Brazil and South Africa, in rolling out a new generation of technology based on the global positioning system (GPS).

 

This technology conveys a better understanding of how the grid behaves under normal conditions, and cuts the crucial reaction time in the event of an abnormal disturbance from minutes to seconds, reducing the risk of catastrophic failure.

 

In a bitter irony, before this week's collapse, Power Grid Corporation of India had already begun to take the first steps towards the creation of a smarter power grid, installing a new generation of monitoring devices at nine points on the country's northern grid, in a pilot programme that has yielded "a huge leap" compared with data from the old system.

 

Ultimately, the corporation has proposed installing 1,669 new monitoring devices, with the first 1,186 units and supporting communication equipment rolled out by 2014-15, according to a report issued earlier this year ("Unified Real Time Dynamic State Measurement" February 2012).

The future of solar belongs to whoever can convince consumers that it’s not just for tree-huggers and rich people.

 

"Silicon Valley has done a great job of talking about its disruptive potential, but there is something truly disruptive about solar: a fully distributed model of energy generation. We currently rely on the centralized hub-and-spoke delivery systems of the utilities, many of which are outdated and suffer tremendous losses as electricity travels from power plants, along transmission and delivery lines and into our businesses and homes. There is a massive infrastructure of regulation and enforcement in the energy market to underwrite the utilities; it’s one of the most highly regulated and noncompetitive markets in the country. Imagine a world in which homeowners and business owners are miniature power plants, with the full ability to sell power back to the grid at retail prices — power, literal and figurative, would be wrested from the hands of monopolistic, polluting utilities and their ancillary industries: mining, fracking and the like."

 

AN : The article is USA centric but the concpet of solar power to the grid is universal. First that...then the smart grid...

When we were young, our parents warned us not to sit too close to the TV. "Bad for your eyes," they said. No one knew that televisions were zapping us with radiation, the result of a little design flaw in the color sets sold in the sixties. But those were the days of lead paint, of chemistry sets with mercury droplets, of toy stores that sold radioactive rocks. What child didn't want to mutate radioactively into a superhero?

 

In the past five decades, popular attitudes towards these hazards have changed dramatically, thanks in part to the way television and other media have taught us to appreciate our planet's natural beauty and beware the dangers that industrial processes pose to the Earth and its inhabitants. The media have covered a host of ecological topics, from environmental science to the ways consumers can live greener lives. But they have failed to explain their own contribution to environmental problems.

 

A lot of people who work in the media wouldn't consider their jobs as harmful to the environment. But media and communications technologies are rapidly becoming some of the biggest energy consumers in the world. Household electronics were responsible for about 15 percent of global residential electricity consumption in 2009. In many homes, this is more than the power needs of traditional large appliances.

Des étudiants du MIT ont élaboré un projet pour pourvoir les cliniques africaines en énergie propre.

 

Après avoir passé deux ans au Lesotho avec l’organisme Peace Corp, Matthew Orosz, un jeune étudiant du MIT (Massachusetts Institute of Technology), s’est fixé pour objectif d’aider les cliniques médicales en les pourvoyant d’une énergie durable, ce qui permettrait de remplacer les traditionnels générateurs diesel très polluants et leur donnerait un accès simple à l’eau chaude.

 

Le dispositif solaire baptisé ORC (Organic Rankine Cycle) est en fait un système doté d’un miroir parabolique pour capter plus facilement la lumière astrale. La chaleur fait ensuite chauffer un fluide contenu dans un tube situé le long de l’axe du miroir. Combiné avec l’air froid, ledit fluide génère alors de l’électricité. En parallèle, il peut aussi chauffer de l’eau.

 

 

Le développement durable investit doucement l’Afrique

L’équipe de l’étudiant, qui opère sous le nom de STG International, espère pourvoir quelques-unes des 30 000 cliniques et 60 000 écoles à travers le monde qui ne fonctionnent qu’avec une source d’électricité peu fiable et non respectueuse de l’environnement, alors même qu’elles bénéficient d’une exposition au soleil conséquente. D’ores et déjà installé au Lesotho, l’un des pays les plus pauvres du monde, le premier système pilote semble bien au point. Il faut dire que le projet a mûri pendant de longues années afin que le système soit entièrement automatisé et informatisé et surtout facilement exploitable par les collectivités locales.

 

Les énergies renouvelables n’ont visiblement pas fini de rendre service, aussi bien dans les pays les plus défavorisés que dans les plus riches. Matthew Orosz et ses coreligionnaires projettent d’installer quatre autres systèmes au Lesotho dès cette année. Qui sait s’ils ne s’implanteront pas dans d’autres pays africains dans les années ou même les mois à venir…

Du fait des sécheresses sur trois continents, les réserves des principales denrées alimentaires (riz, blé, maïs, soja) baisseront à leur plus bas niveau depuis 4 ans, entraînant des hausses de prix pour un montant global de 1240 milliards de dollars, selon l'organisation des Nations Unies (source Bloomberg). Aux Etats-Unis, le plus grand exportateur mondial de céréales, la récolte n'a pas été aussi mauvaise depuis 2008 et en Inde, les précipitations sont 20% sous leur niveau normal.
