I recently attended a SW Louisiana Board of Realtors Learning Session where Mr. Pete Pauley spoke. Mr. Pauley has been an appraiser in SW Louisiana for over 35 years and also currently serves as Vice Chairman of the Louisiana Real Estate Appraisers Board. Many appraisal conflicts that arise are usually due to incorrect measurements and a selling price based on what the home seller believes the home to be worth. Here are some tips Mr. Pauley shared in this session that are helpful to understanding how your home appraisal value is achieved.

WALKER, LA (WAFB)- The City of Walker administration never signed up to be part of study, but last week Mayor Rick Ramsey was notified by email that they'd been named one of the top ten places in the state to raise a family.

This is great news for the Western Livingston Parish Housing Market. The criteria to qualify is quoted below and Walker certainly meet these qualifications


  1. Does the town have good public schools? We measured schools’ academic performance with ratings from GreatSchools. This non-profit compares a given school’s standardized test scores to the state average to obtain a rating on a 1 to 10 scale (10 representing the highest score). Higher ratings led to a higher overall score.
  2. Can you afford to live there? We looked at both median home values in each town and ongoing monthly home costs, including mortgage payments, real estate taxes, insurance costs, utilities, fuel and other bills. Lower costs led to a higher overall score.
  3. Is the town growing and prospering? We assessed a town’s economy by looking at median household income and income growth over the last decade. Higher income and greater growth led to a higher overall score.

 


MEDIAN SALES PRICE IN ARTICLE IS INCORRECT.  
However, the median sales price of $169,000 stated within the article is an error. According to GBRMLS Numbers from 01/01/2012 to 10/15/2013, there have been 372 Walker sales with a median sales price of only $151,450 and an average sold price of $161,057. So, these numbers are not even close to $169,000 and actual median sale price is $17,550 below the $169K. 


THERE'S NOT A HUGE DEMAND FOR NEW HOMES IN WALKER LA!

Also, there really isn't much new home construction within the Walker Housing Maket to "keep up with housing demand" as stated in the article. According to GBRMLS, there's been 58 new home sales in 2013 and currently there's only 19 listings of new homes.

Why Incorporate Watson?  I believe this incorporation action was sparked when an investor group tried to build a housing project in Watson about 2 years ago, a project the Town of Watson residents were opposed to. 
From The Advocate Newspaper: "The biggest benefit of incorporation, and the goal of the initiative, is to give the people of Watson a voice in decisions affecting their community, particularly regarding future growth, said Bill Johnson, another Neighbors In Action member and petition organizer.

From opposing the Baton Rouge Loop to supporting the extension of Hooper Road across the Amite River into Livingston Parish, Watson residents could have a greater impact if they formed a city with its own governing body to speak for them, Johnson said.

“There are a lot of things that could be considered and dealt with, but we need to be incorporated to do them,” he said. “So we started looking at what it takes to get incorporated.”

Most Active Livingston Parish Neighborhoods In 2013 By Subdivision Name Actually, the most active Subdivision within Livingston Parish isn’t a subdivision but rather land on rural acreage, not in a restricted subdivision.  Homes on rural tracts of land had 189 sales versus the second highest number of sales of 61 in Woodland Crossing Subdivision.


The Days On Market (DOM) is actually quite long compared to the perception that 2013 was a “Hot Market”....

 was driving through Denham Springs Louisiana on the way to a home apprasial south on Juban Road and was shocked to see the Carter Hills Subdivision entrance sign destroyed.  I texted a photo of this damage to a resident friend of mine who lives in Carter Hills and he said some drivers haven't realized you have to slow down to enter the subdivision.  No date has been set as to when the new sign will be installed. And, it might take a while because there's no Home Owners Assocation or HOA fee collected for such a replacement, per my review of several GBRMLS listings.

DENHAM SPRINGS — City officials Monday night took the first steps to develop a new shopping complex along Vincent Road and South Range Avenue that will complement Bass Pro Shops and rival the size of Juban Crossing.

New Shopping District will add "360,000 square feet of retail space, including a supermarket, department store and numerous restaurants and smaller stores. The supermarket will have access from both South Range Avenue and Vincent Road, according to plans."


This and the future Juban Crossing are huge positives for Denham Springs and will hopefully increase tax revenues to help fund the poorer Livingston Parish as a whole, help repave these 8 to 14 year old newer subdivisions roads with potholes and a cash injection into public schools in desperate need of public funding!  Right now, the poorer Parish doesn't have the money to properly maintain streets in subdivisions and public schools, which is why I see public school kids selling chocolate.  


ADDED TRAFFIC. One concern I have for the Bass Pro retail area is "TRAFFIC" as that Truck Stop really needed to be shutdown and moved to a less populace area. If you're getting off at Range Ave and turning left, you mignt be in line with 4 to 8 18 Wheelers causing your delays. If you're driving from the south to get onto I-12 to left to head into Baton Rouge and get behind 3 to 5 of these big rig 18 wheelers, that will add 2 to 3 extra light cycles, which is really aggravating.

Seriously, Can you imagine having a Major Truck Stop at Sherwood Forest Blvd in Baton Rouge? Think about it....it makes no sense at all to have a large truck stop in the middle of a metro area clogging up traffic. I-12 at Range Ave is a traffic nightmare already without the truck stop.

Think you can just refinance your way out of an FHA loan you obtain today later on? What if your FHA rate in 2013 is 3.5% and in 2018, just 5 years later, it's 7%. Would you want to refi? Not Likely! Food For Thought!

Technology has increased to the point to where aerial photography or "aerial pictometry" does aid in measuring buildings.  It also allows Assessors to view added amenities over time, such as pools, workshop, guest apartments, all of which should have been recorded with a building permit.


Technology also allows insurance disaster inspectors to use satellites to determine IF a roof actually has damage, to what extent and if they should pay for a new roof or any other damage. This from an insurance adjuster friend of mine out of Ponchatoula working out of state. 


I'm not opposed to increasing the property tax rolls, especially since the local public schools rely so heavily on chocolate sales fundraising.
