Should Africans pursue Stephen Harper for crimes against humanity?

The Africa Progress Report 2015 suggests they may have a solid moral, if not necessarily legal, case.

Led by former UN Secretary General Kofi Annan, the Africa Progress Panel highlights Canada and Australia as two countries that “have withdrawn entirely from constructive international engagement on climate.” The mainstream group concludes that Ethiopia, Kenya and Rwanda have shown “far higher level of ambition” to lessen CO2 emissions than Canada.

The report, which was released last week, adds to a significant body of evidence showing that anthropogenic global warming poses a particularly profound threat to Africans. Although hardest hit by climate change, the terrible irony is that Africa among all continents is least responsible for the problem.

Recently dubbed “Africa’s Lion” (in allusion to the discourse around “Asian Tigers”), Ethiopia is celebrated for its steady economic growth, including a growing number of millionaires compared to other African nations. However, as documented in previous research by the Oakland Institute, the Ethiopian government’s “development strategy,” is founded on its policy of leasing millions of hectares (ha) of land to foreign investors. Implementation of this strategy involves human rights violations including coerced displacement, political repression, and neglect of local livelihoods, and places foreign and political interests above the rights and needs of local populations, especially ethnic groups who have historically been marginalized and neglected by the government.

Karuturi Global Ltd, the Indian multinational that made its name in the global cut flower industry and recently acquired more than 300,000 ha in Ethiopia to produce food for foreign markets, is continuing its painful and massive decline. On 30 September 2014, its flower trading subsidiary in the Netherlands was declared bankrupt, while a Dutch industry source reports that one of its farms in Ethiopia has been sold to a company in Dubai.


Four years ago, CEO Sai Ramakrishna Karuturi boasted, "Personally, I believe that in five years or in ten years time I would like to be seen and compared with peers such as Cargill or the Archer Daniels of the world or the Bunges of the world, who are all well known, well reputed agricultural companies."1

 

Now, with much of Karuturi's overseas operations shut down, seized by creditors or sold off, these ambitious plans appear all but dead.
