The list of suspects includes APT29 (Cozy Bear) and APT28 (Fancy Bear) which may be operating under the control of Russian security agencies.  Another suspect is APT(1), which may be a front for the regime on mainland China.  These groups enjoy a comfortable lead in cyber warfare...we need to catch up fast.

Michael Fallon has been forced to defend the Government's decision not to fund crucial updates for NHS computer systems, leaving them vulnerable to a global cyber attack which caused chaos at hospitals across the country. Appearing on the BBC’s Andrew Marr Show, the Defence Secretary appeared to deflect criticism onto health trusts for the fact crucial files were left open for hackers to exploit. Marr asked the Defence Secretary why upgrades to the outdated Windows XP operating system had not been bought "at the crucial moment" in 2015.

Never underestimate your opponent.  Winning on the battlefield doesn't necessarily mean you've won the war.  ISIS has taken the war into the internet, where tracking, finding, and prosecuting terrorists will be a difficult task.  Cyber warfare is the biggest challenge of our age. Are we equipped to confront the new cyber warriors?  Apparently not, considering the rising tide of cyber attacks.
