At risk of over repetition - absolute fan of embedding a range of competencies and skills like this into schools curriculum, standards, assessment; and ensuring it becomes embedded in teacher preparation, training and practice. Love the research base behind this OECD work and related work around 2030 competency framework. But a couple of reservations: one, the scope of global competency could/must be expanded to include dimension around students' own identity, heritage and the cultural diversity of their own communities; and two, not sure we have test BEFORE the curriculum, standards and practice are embedded or at least are in train (even though this sort of recognised and innovative test will be a driver for change in some respects).

This is not about Thailand but it is about more consistent messages about what seems to work. If you have the political will as the driver (and quality school leadership I would add), a good curriculum and quality teachers, you are on a winner for learners! Where the curriculum content and standards are benchmarked internationally; where the standards are realistic but challenging; where the learning is stepped out and clear to all; and where there is no content overload but a focus on core content that enables deep and rich learning. Where teachers are recruited as quality graduates; where the system focuses on their ongoing learning and development; where they are able to personalise learning through effective monitoring and differentiation; and where they are recognised by the community and through their pay checks.

I know that Finland has been touted as having a great education system but many times with the qualification of its unique cultural context. But, what are the key takeaways here? Teachers and the nation as a whole have a love of childhood and children; teachers are highly trained and have a deep understanding of how different children learn best; teachers are warm, respectful, professional, and valued by the nation; the system encourages teacher collaboration with the freedom to innovate and experiment to improve student learning outcomes. Maybe it is a unique context but all these things can be transplanted to any country or education system as long as the political will is there.

You know, if the standardised test is linked to the formal curriculum; if there is test validity; if the items themselves are based on good assessment principles; if the test, comprising items of varying difficulty and appropriate challenge can be taken online at relevant points in time for different children; if there is helpful information for teachers and parents; and if its part of a well rounded assessment regime, then neither students nor teacher should ever be slaves to standardised assessment.

If we want standardised measures of student learning that go beyond those traditional areas that are tested now, we need to ensure that our curriculum ie our content, our standards, our assessment, include those important aspects of learning that we value. What we value can and should be measured but before then it should be explicitly and consistently taught, learned and experienced. If you set up measures to assess what is not taught, it is then that you get people teaching to the test! In those circumstances, it is not the teachers' fault, its not the tests' fault, it is the fault of a misaligned education system.

Children must learn social and emotional skills if they are to thrive in the workplace of the future, a new report says.

John Gougoulis's insight:
Yes, we as teachers and parents (and now grandparents), know how important these are. Here is my simplistic take on why this rhetoric is insufficient. In the 80s teaching in "disadvantaged" schools in Australia, we focused a lot on "social development" skills to build kid's confidence and aspirations. On reflection, this meant less emphasis on fundamentals of literacy, numeracy etc because we didn't seem to have the time. Later both in time and also the higher stake years, the pendulum swings to emphasis on discipline knowledge/skills, exams and guess what, we just did not have the time to spend on what we thought were equally important skills. We cannot have the pendulum swing back and forth to each extreme position. We need a fundamental re-think of curriculum development and structures where we weave these fundamental competencies with core discipline knowledge/skills, in our curriculum, our standards, our assessment in robust and integrated ways. But, the implication of all this, and where we never get to - it requires a fundamental shift in purpose of K-12 schooling, post school pathways, the expectations of universities, and the ways we teach. Our teachers are great cos 1) they know their content and 2) they know how to deliver it and 3) they know their students. But when we are saying the core of the first two need to change, then teachers need to acquire new knowledge, skills and practices - we need to invest in our teachers for any of this to happen.

There are places in the world where children are suffering in horrific ways and where their families cannot extricate them; where they cannot leave in search of a better life for their children like my father did soon after world war II and others have done since. And once we have tended to these young innocents' immediate health needs, how do we raise and activate their social and economic aspirations if not through education and opportunities for learning? Even where there is political will and capability, governments cannot do it alone; it needs injection of resources, funds, expertise from NGOs, industry and other private providers, working together for humanity.

John Gougoulis's insight:
Having taught in 'disadvantaged schools' in Australia, incidentally the most rewarding and inspiring part of my career, there was no doubt that the poverty/low SES cycle was a huge constraint for kids in furthering their potential and for the teachers because you felt helpless in being able to respond holistically. So I am very supportive of this endeavour and what it can achieve because I agree that "a healthy, safe neighbourhood with an excellent public school can help lift children out of poverty" and by doing so enable them to aspire and achieve their full potential.

This is striking! A prominent topic in education equity discourse has been about how schools add value to student learning and achievement and how this can be measured. Here, there is evidence that schools and school curriculum can actually exacerbate the achievement gap and compound the socio-economic divide-between schools and between classrooms within a school. We really need to examine the impact of teacher expectations, school resourcing, streaming of classrooms, personalised learning and differentiated curriculum, amongst other things. We have to, for the benefit of all young people, irrespective of their home backgrounds.

It is so important, not just working with students, but also working with parents and other adults, that you are cognisant of, empathetic to and respectful of cultural difference. Sometimes those points of difference are so markedly different to your own world view that it can be very frustrating if you are not aware or accepting of them. You can't just read about this stuff, you have to talk with people -both those within that cultural group and those who have had the experience in working with that group. Its only then that you can move beyond what is different; and try to find common ground and build fruitful relationships.
