[Thoughts: when it is free at point of access, it is easier for people to see the public value of the art (and the value of public funding) than when it is 'subsidised' - e.g. likely to be more diverse audiences in free-entry museums, galleries, libraries, etc. than in the theatre/concerts/opera when you have to buy a ticket?]
