In 2006, Bobby and Christi Shepherd (pictured), six- and seven-year-old siblings, died from carbon monoxide poisoning while holidaying with their family in Corfu. The cause was found to be a faulty boiler close to their hotel room. The Louis Corcyra Beach Hotel was not owned by Thomas Cook and in 2010 a trial in Greece decided that the tour operator could not be held criminally accountable for the tragedy, although it criticised the firm’s health-and-safety procedures. A subsequent inquest into the deaths, which ended this week, recorded a verdict of unlawful killing, and found that Thomas Cook had breached its duty of care. The firm had not done enough to ensure the hotel had properly carried out safety checks.

Although outlaw motorcycle gangs are only a sliver of all gangs, law enforcement professionals view them as more dangerous than their size would suggest, at least according to the center’s 2013 survey. In that survey, 14 percent of law enforcement professionals said an outlaw biker gang was the most problematic gang in their jurisdiction. Eleven percent of respondents said outlaw biker gangs were the most violent type of gang in their jurisdiction.

It is possible that outlaw biker gangs wind up as the No. 1 threat in many jurisdictions because of their geographical distribution, rather than as a result of their patterns of violence. A highly mobile gang that operates outside of cities has the chance to affect more jurisdictions than an urban gang concentrated within one city.
Rob Duke's insight:

Nope.  That's not it.  Your typical neighborhood gang exists to protect the neighborhood and to take advantage of the underground economy in an area that would otherwise be under-served with legitimate jobs and other economic opportunity (SBA loans, etc.).  Criminal Biker Gangs are ideologically different in that they seek control and profit; and, as the article suggested, they're mobile and have confrontations with rivals in many different jurisdictions.

Capt. Michael McNair of the State of California Department of Corrections told the AIP investigator that he had spoken with the Fairbanks Police Department. “I told him we didn’t know if the information is accurate or not… we just felt it was our moral responsibility to pass it on in case someone was in prison who shouldn’t be.”

Fairbanks police confirmed in court documents that Lt. Dan Wellborn took the initial information from McNair, and passed it on to Detective Christopher Nolan to “check it out.”

At that time, Wellborn sent the information to Scott Mattern of the Fairbanks District Attorney’s office. Nolan said he has copies of the email correspondence between the two, according to the affidavit filed by AIP’s investigator.

Criminalized States: About $340 an oz. for the good stuff.

Decriminalized States: About $240 an oz. (Oregon: $203).

 

Seems clear that criminalization puts about $100 an ounce into the cartel's pockets.

The use stays with the land.  If you permitted a home and it burned down, you could rebuild the house.  If a restaurant closes, the building owner can rent to another restaurant because the use hasn't changed.  Is this a type of White Collar Crime, though?

DENVER (AP) — Colorado's governor is signing into law a new crackdown on medical marijuana. Gov. John Hickenlooper was scheduled Monday to sign a bill that directs state health authorities to set new guidelines for doctors who recommend pot for "severe pain."
