Schooling itself is a systems technology where resources (people, time, places, curriculum, assessment etc) are geared to attain goals some of which are explicit and some implicit. Creativity has never been an explicit goal, perhaps quite the oppositie (confromity and standardisation) has been the case. Creativity needs a culture and systems that are sensitive to and allow for some ambiguity, error, iterations on the same theme and patience. I'm not sure the current systems can manage that even with the adjustments suggested in this graphic.
