This does give direction and clarity to people for easy planning of investment. However, I believe such low artificial interest rate would have downside to society, like exploiting savers.

The housing market "has turned a corner", partly because of the Help to Buy scheme, the government claims.

The Equity Loan Scheme has definitely stimulated the housing market in the UK, allowing people to buy housing at affrodable prices and developers to earn profits. Whether or not it would drive up prices depends on the supply of housing.
