This article from 2012 allows certain takes on whales by indigenous.  New Zealand indigenous also practices spirituality of the whale and has much respect for whales.  Tourism and education has played an important role and people may swim with whales.....money generated through tourism has helped save the whales....I also saw a great movie called "Whale Rider" and would recommend this movie to watch.
