ALBANY, N.Y. — Developers behind a proposed casino in the Catskills want to be included if a New York state board reopens the bidding process for a fourth casino license.
Investors behind the Nevele Resort Casino wrote to the state's Gaming Commission Tuesday asking to submit a proposal.
A board appointed by the commission will vote Tuesday evening on whether to reopen the bidding for a fourth casino — but the board's chairman has said only applications from the Southern Tier would be considered.
Last month the board recommended three casinos in the Catskills, Schenectady and the Finger Lakes. Two Southern Tier proposals were rejected and the board withheld a fourth available license.
After local leaders objected, Gov. Andrew Cuomo called on the board to reopen the bidding for the Southern Tier.

LAS VEGAS - The International Council of Shopping Centers (ICSC) will continue to call Las Vegas home for its annual trade show RECon for another two years with the option for a three-year extension.

The International Air Transport Association (IATA) revealed that five airlines have recently successfully completed stages of the IATA Environmental Assessment (IEnvA) program.
IEnvA is an innovative, voluntary, two-stage evaluation process designed to drive airline environmental performance improvements through independent assessment.
Finnair and South African Airways have completed the IEnvA Stage 2 assessment, the highest level of IEnvA achievement. This ensures that an airline has implemented all of the IEnvA Program Standards, identified and mitigated its significant environmental impacts, and has set performance targets. Stage 2 also certifies that an airline has developed processes for monitoring and reviewing its performance against its environmental targets and objectives.
Icelandair, Qatar Airways and SriLankan Airlines have completed IEnvA Stage 1 which ensures an airline has established a foundation and framework for its environmental management system. Stage 1 also certifies an airline has identified and complied with its environmental legal requirements.
These five airlines join a growing number of carriers that have already successfully completed IEnvA Stage 1 Assessments, namely Air Transat, Kenya Airways, LATAM, LATAM Cargo and Malaysia Airlines.
“In addition to safety, environmental responsibility is the highest priority for the industry. The new IATA Environmental Assessment sits alongside our industry-wide carbon-reduction targets as a program for ensuring airlines not only meet, but also exceed their day-to-day operational environmental obligations and performance”. said Tony Tyler, IATA’s Director-General and CEO.

The IEnvA program uses environmental standards and recommended practices developed specifically for the aviation sector by a joint team of environmental experts from within and outside the industry. These are based on recognized environmental management system principles, such as ISO 14001. Assessments are conducted by accredited independent organizations with competencies in aviation and environmental auditing.
IEnvA has been developed in conjunction with airlines so that it addresses industry needs and specific concerns. IEnvA assesses environmental performance against sustainability standards across a broad range of disciplines, including (but not limited to) the management of air quality and emissions, noise, fuel consumption and operational efficiency, recycling, energy efficiency, sustainable procurement, and biofuel utilization.
As a result, IEnvA helps airlines to simplify regulatory compliance, demonstrate good governance and achieve financial savings from the better use of resources. The Program adopts a modular approach, initially focusing on flight operations and corporate activities at a global level with later expansion into other activities including catering, ground operations and maintenance, repair and overhaul (MRO).
The IEnvA Program is complementary to the aviation industry’s four-pillar strategy for addressing climate change impacts. In 2009 the industry agreed to cap emissions through carbon-neutral growth from 2020, and cut net emissions by 50% (compared to 2005) by 2050, through a combination of technology and operations improvements, better use of infrastructure, and the implementation of a global market-based measure.

Flybe has updated its London City Airport flight schedules for 2015 to correspond with passenger demand on the routes.
Flybe will increase flights to/from Edinburgh and London City to six flights a day. It will also increase flights to/from Belfast City and London City to four flights a day
The regional carrier has also revealed it will be suspending its Inverness to London City service with effect from Sunday 22nd February due to lower than anticipated passenger numbers. Flights on the Exeter to London City service will reduce from three to two a day from Monday 23rd February in line with the current business usage.
Overall, Flybe expects to fly at least half a million passengers annually on its routes to and from London City Airport. These services provide direct links across the UK and Ireland into the heart of London and offer a faster and cheaper alternative to road, rail and ferry travel.

Amazon has its awards show closeup on Sunday night.
Its comedic television series “Transparent” is up for a Golden Globe award, alongside shows from HBO, Netflix and the CW.
In “Transparent,” Jeffrey Tambor plays a transgender woman — a father, Mort Pfefferman, who comes out as a woman, Maura, to his family. Tambor was nominated for best actor in a television comedy, and the series is nominated for best comedy.
“Transparent” premiered on Amazon Prime Instant Video in September to rave reviews — with some critics calling it the best new show of 2014, regardless of network or platform.
And now these nominations are Amazon’s first chance at a Golden Globe award. (Amazon could pick up Emmy nominations later this year, too.)
But Amazon isn’t the only streaming service entrant tonight.
“Orange is the New Black” by Netflix is also vying for the best comedy award.
And Netflix’s “House of Cards” is up for best drama for the second year in a row. Last year, “House of Cards” star Robin Wright won an acting award, but the series lost to “Breaking Bad” in the best drama category.
Wright and her co-star Kevin Spacey were nominated again this year.
Pretty soon, TV award nominations for shows on Internet streaming services will stop turning heads. But for the time being, it’s a source of intrigue, partly because it remains to be seen how accepting the judges are — or are not — at the arrival of Netflix and Amazon.
Also nominated in the best drama category, along with “House of Cards,” were HBO’s “Game of Thrones,” CBS’s “The Good Wife,” PBS’s “Downton Abbey” and Showtime’s “The Affair.”
In the best comedy category, “Transparent” and “Orange is the New Black” were nominated along with HBO’s “Girls” and “Silicon Valley” and the CW network’s “Jane the Virgin.”
Netflix and Amazon are also going head to head in the category for best actor in a comedy — Tambor’s competition includes Ricky Gervais, who plays the title character in Netflix’s “Derek.”

Cathay Pacific Airways has unveiled its new range of amenity kits for First and Business Class passengers on long-haul flights which feature natural skincare products from renowned Australian brands Aesop and Jurlique, respectively.

The gun was supposed to be a prop for a rap video. But there was a bullet in the chamber, and when a scuffle erupted inside a suite at the Palms, Evan Plunkett wound up dead.
The gunman, Jim Johnson, told a judge during his sentencing hearing Tuesday that the shooting was “truly an accident.”
The 26-year-old said he loved Plunkett “like a brother.”
Defense lawyer Bill Terry said that Johnson was trying to intervene in a fight on the 34th floor of the Fantasy Tower and slap a bottle out of Plunkett’s hand when the handgun discharged.
Immediately after the May 15 shooting, “he panics and he runs and he leaves,” Terry said, but by that night Johnson wanted to turn himself in to police. Johnson went to his lawyer’s office the next day.
Prosecutor Shanon Clowers even called Johnson “very contrite” and pointed out that Johnson turned over both guns that he owned — a Sig Sauer P229 9mm pistol and a Glock 23 4-caliber handgun.
On Tuesday, Johnson’s friends and family packed one side of the courtroom, while Plunkett’s sat on the opposite side.
“They keep saying it was an accident,” Plunkett’s older brother, Thomas Plunkett, said after the hearing. “It was not an accident.”
Thomas Plunkett told police that he was fighting with Richard Moore on a patio near the suite’s pool when he heard a gunshot and saw his brother lying on the ground, the report stated.
Plunkett later told the Review-Journal that he was pistol-whipped in the back of the head by Johnson, and the gun fired. After Evan Plunkett was shot, Johnson punched the elder brother in the face, fracturing his right cheek bone.
“TJ, I’ve been shot,” Evan Plunkett said.
The 25-year-old lay bleeding on the floor of the suite, with his brother by his side, while many of the 50 other people inside the suite ran for the door along with Johnson.
In requesting probation, defense lawyer Bill Terry said Johnson was “like a puppy dog” and a “kind individual.”
“He will live for the rest of his life with the nightmare and the dreams of reliving this experience,” Terry said. “Whether you give him probation or you give him incarceration, those dreams won’t end.”
Clowers called the shooting “one of the most unusual murder cases I’ve ever had the opportunity to work on.”
The prosecutor had asked District Judge Jennifer Togliatti for a sentence of 4 to 10 years in prison.
At the time of the shooting, Johnson was on probation for a possession of marijuana charge. In September, Johnson pleaded guilty to voluntary manslaughter and a drug charge.
The judge, however, said she would not give Johnson the maximum penalty for the killing.
“You had a couple times to get a reality check that your choices were not the best,” Togliatti said. “But there’s nothing that disputes this was an accident with very poor decision making. I think you need a message that the repeated contacts with the law as a result of your drugs have consequences.”
She handed down a sentence of 18 months to 8 years in prison.
After the judge announced the sentence, some seated on Johnson’s side of the courtroom cried, others started clapping and one man shouted.
“Go and walk that off, bro,” the man said. “Go and do it, bro. Walk that off, bro. Walk that off, bro.”
Evan Plunkett’s mother, Holly Plunkett, folded herself in the arms of her living son.
“Evan did not get his day in court,” she said.

If car rental reservations are any indication, it appears that businesses have wasted no time getting back to work after the holidays and already are running full steam in 2015. Cyprus’ national carrier has ceased operations following after being ordered to repay over 65m euros (£50m) in illegal state aid by the EU Commission.
The Cyprus national carrier was accused of breaching rules on support for struggling companies.
Cyprus Airways has repeatedly received aid between 2007 and 2013.
The government, which owns 93% of Cyprus Airways, searched unsuccessfully for external investors.
Finance Minister Harris Georgiades said in the company had ‘ceased being a viable entity, and cannot continue to operate”.
He said there would be alternative arrangements covering Cyprus Airways flights from Saturday.
The carrier issued a statement on its website confirming the Board of Directors of Cyprus Airways has initiated the procedure for ‘voluntary liquidation’.
The statement said: “In the context of the above decision all operations of the company will be suspended as of the close of business today.”
“Cyprus Airways would like to warmly thank the millions of passengers who flew with the airline over the years, for their choice and support.
“Special thanks are also expressed to the staff of the airline as well as its associates, whose professionalism and dedication were always at the

The company confirmed that alternative arrangements have been made by the government of Cyprus for all passengers who have Cyprus Airways tickets, whereby the cost would be undertaken by the Republic.
Affected passengers have been advised to contact travel agency www.topkinisis.com.
Ryanair has responded with the launch of ‘rescue fares’ for customers affected by the collapse of the carrier.
Ryanair’s Robin Kiely said: “Cyprus customers can avail of these Ryanair rescue fares, starting from just €49.99, and should log onto the Ryanair website, with fares from Athens and Thessaloniki (to Paphos) starting at just €49.99, and fares from London Stansted to Paphos at just £69.99, on the Ryanair.com website.
“Cypriot consumers already choose Ryanair for our low fares, industry leading customer service and great route choice.

Junior creditors of Caesars Entertainment filed court papers today seeking to prevent the debt-ridden casino company’s financial restructuring plan from taking effect.
In documents filed with the U.S. Bankruptcy Court in Delaware, the junior creditors are attempting to force Caesars’ operating subsidiary into bankruptcy before the company files later this month. The creditors claim that the restructuring plan is unfair to them and that the subsidiary is “generally not paying its debts as they become due.”
Last week, Caesars said it reached a critical level of creditor support for its plan to slash the operating subsidiary’s $18.4 billion debt by nearly $10 billion. Under the plan, which Caesars and senior creditors agreed to last month, the subsidiary would be transformed into one component that operates casinos and another that owns them.
The junior creditors criticized Caesars’ decision to skip a $225 million interest payment on Dec. 15., when it was still negotiating the restructuring plan with senior creditors.
Additionally, the junior creditors say Caesars has put valuable assets out of reach.
“The Petitioning Creditors filed this involuntary bankruptcy case on the heels of a series of suspicious transactions in which insiders plundered many billions of dollars of value from the Debtor,” attorneys for the junior creditors wrote. “There is no question that the legitimacy of the transactions will be the single most important issue in this case.”
The court documents say Caesars transferred a luxury tower at Caesars Palace and the Linq promenade to an affiliate for an “unreasonably low sum” of $600 million. Similarly, the papers say, Caesars transferred four valuable properties — including the Cromwell and Bally’s Las Vegas — to an affiliate for an “unreasonably low price” of $2 billion.
Creditors requested the appointment of an independent examiner to investigate their claims.
In a statement, Caesars characterized the junior creditors’ claims as “meritless” and promised to move forward with plans to restructure the subsidiary, Caesars Entertainment Operating Company or CEOC.
“The involuntary petition is a transparent attempt to thwart a restructuring that has been agreed to by more than two-thirds of CEOC’s first-lien noteholders,” the statement said. “The action is designed to injure CEOC while these junior creditors attempt to boost their standing.”
The statement promised a formal response to the creditors’ “baseless position” soon and said business will continue uninterrupted.
CEOC owns Caesars Palace and manages other properties on the Strip, including the Flamingo, Paris and Planet Hollywood. It owns or manages many more Caesars properties in other locations.
Shares of Caesars were down 4.19 percent on the Nasdaq today.

"Luxury in unexpected places #ElanVegas" is pretty convincing as far as PR speak goes, but I don't buy it.
The above tweet was posted yesterday afternoon from a recently created @elanvegas Twitter account.
If this Twitter account it is real - there have been other Élan impostors on Twitter since we broke the news on Friday - we can certainly learn a lot about what to expect from Élan.
First, lets take a look at the logo thumbnail and do some forensics.
I've resized this image to 200px square, from original 79px. While we can expect some degradation in a resize, the amount of color distortion in this image is excessive. Additionally, one of the identifying marks of the Élan name is the acute accent atop the capital E. Why would this be cropped out of a first - albeit unplanned - brand campaign?
In addition to the similarity all capital E's have, the logotype of the Élan E, has a similar presence and stance as the E of Encore. The red and white colors are obvious choices for a resort which most expect will cater towards the higher end. At the opening, Encore was branded in red and white as well, before Wynn transitioned to high contrast white on black for all brand campaigns. The E in this thumbnail might not be an original high-resolution official branding designs but instead a last minute place holder.
The bio reads "With our lifestyle brand, we're bringing something unlike any other." Reading this, I can smell the pot smoke and hysterical laughter emanated by the goofball who created this Twitter account.
If Team Élan were worried about locking down their Twitter handle they should've done it when they did their domain registration and then just left it as a goose egg whether a dumb blogger figured out or not. That being said, there is beauty in taking the first organic ripples of unintended viral activity and riding them into a fantastic announcement of the resort name, branding, renderings and what not live and in person at Vegas Internet Mafia Family Picnic.
I doubt this Twitter account is official, but I really want it to be.

Air travellers on all Etihad Airways flights to the United States from this week will be able to experience the benefits of arriving in the US having precleared US Customs and Border Protection at Abu Dhabi Airport.
From Thursday 15 January US preclearance will open for the early morning EY103 to New York JFK and EY183 to San Francisco flights, both of which conveniently connect with inbound services from Mumbai, Delhi and other cities in India and the Indian Subcontinent.
The new early morning US preclearance operation complements the mid-morning one which caters for Etihad Airways passengers on flights to Chicago, Dallas-Fort Worth, Los Angeles, New York JFK, and Washington, D.C., who all proceed through the facility.
Peter Baumgartner, Etihad Airways’ Chief Commercial Officer, said: “We’re delighted that from this Thursday all air travellers flying to the United States from Abu Dhabi will enjoy the benefits that US customs and immigration preclearance offers.
“Since its opening in January last year, the US preclearance has been extremely popular with air travellers, particularly those from the Indian Subcontinent and Middle East region. More than 325,000 people have passed through the facility, arriving in the United States as domestic passengers.”
The preclearance process provides passengers with the unique opportunity to pass through all required checks including US customs, immigration and security conveniently while in Abu Dhabi before they board their flight to the US, enabling them to avoid queues on arrival.
Another key benefit of US preclearance is that baggage security screening meets United States TSA security standards, allowing air travellers who connect onto a US domestic flight to have their baggage checked through from Abu Dhabi to their final destination.
US preclearance at Abu Dhabi Airport is the only one of its kind in the Middle East, and the United Arab Emirates’ capital is one of a small group of airports around the world to offer passengers preclearance into the US.
During its first 12 months of operation, the US preclearance in Abu Dhabi has improved the passenger experience through the introduction of automated passport control (APC) kiosks and greater numbers of officer processing desks.

NEW YORK — A computer program that taught itself to play poker has created nearly the best possible strategy for one version of the game, showing the value of techniques that may prove useful to help decision-making in medicine and other areas.
The program considered 24 trillion simulated poker hands per second for two months, probably playing more poker than all humanity has ever experienced, says Michael Bowling, who led the project.
The resulting strategy still won't win every game because of bad luck in the cards. But over the long run — thousands of games — it won't lose money; "We can go against the best (players) in the world and the humans are going to be the ones that lose money," said Bowling, of the University of Alberta in Edmonton, Canada.
In any case, Bowling doubts the poker strategy will let anybody make a fortune on the game. It applies only to heads-up limit Texas hold 'em, a game which has waned in popularity over the past seven years or so, he said. Even online, the stakes tend to be small and "you'd be winning a few dollars, not raking in millions."
He and colleagues report their work in a paper released Thursday by the journal Science.
Poker has long been a proving ground for the mathematical approach to decision-making called game theory, and Bowling's paper introduces some techniques that could become useful in other situations. He is investigating the possibility of helping doctors determine proper insulin doses for diabetic patients, for example. Game theory has also been used to schedule security patrols, and it has implications for other areas like developing strategies for negotiations, auctions, cybersecurity, designing drugs and fighting disease pandemics.
In the two-player game, each contestant creates a poker hand from two cards he is dealt face-down plus five other cards placed on the table face-up. Players place bets before the face-up cards are laid out, and then again as each card is revealed. The size of the wagers is fixed.
Bowling said the computer's strategy is far too complicated for anybody to memorize, with about 1,000 times the amount of information in the English-language Wikipedia. But his university has created a website where people can ask it for advice and even play against it.
While scientists have created poker-playing programs for years, Bowling's result stands out because it comes so close to "solving" its version of the game, which essentially means creating the optimal strategy. Poker is hard to solve because it involves imperfect information, where a player doesn't know everything that has happened in the game he is playing — specifically, what cards the opponent has been dealt.
Tuomas Sandholm of Carnegie Mellon University in Pittsburgh, who didn't participate in the new work, called Bowling's results a landmark. He said it's the first time that an imperfect-information game that is competitively played by people has been essentially solved.

Paris Charles de Gaulle airport has been partially closed due to the manhunt for terrorists involved in the Charlie Hebdo attack in Paris, according to reports.
Two of the four runways at the airport are reported to have been shut and flights have been diverted earlier today.
An airport spokesman stated that the flight diversions are not affecting schedules.
Three helicopters hovered above the town of Dammartin-en-Goele, 35km (22 miles) north-east of Paris and close to the airport.
The Islamist Militant brothers suspected in the attack in which 12 people died, are thought to have taken at least one hostage inside a small printing business.
Reports suggest that a gunman has taken several hostages, including women and children, in a Jewish shop in eastern Paris.
The FCO has warned British visitors to Paris or the Ile de France area to “take extra care and follow the security advice issued by the French authorities”.
It said: “There is a high threat from terrorism. Attacks could be indiscriminate. Due to ongoing threats to France by Islamist groups, and recent French military intervention against Isil, the French government has warned the public to be especially vigilant and has reinforced its own domestic and overseas security measures.”

Some people aren't cut out to play poker or blackjack. Both games put a little bit of pressure on you to be intelligent about which decisions you make. For those people, playing slots is a better option. You can have fun, gamble, earn comps, and relax. You don't have to worry about someone laughing at you for making a bad decision at a slot machine.
But suppose you're going to Vegas, and you're not sure where to play slot machines? A big part of deciding where to play the slots involves a little bit of self-analysis. What's important to you about a casino experience? Do you want to eat at a great buffet? Do you want to see shows at the same casino where you're playing slots? Or are you just looking for great odds and loose machines?
I can tell you the worst place to play slots in Las Vegas without even doing any research--the airport. The slot machines at the airport in Vegas are notoriously tight. I saw one survey (from about ten years ago) that indicated you could only expect an 85% payout percentage at the airport. Heck, you can get better odds playing roulette. (If the payout percentage is 85%, then the house edge is a whopping 15%!)
If you're looking for a good odds on roulette, blackjack, or craps, then the higher dollar rooms at the more expensive casinos usually cater to you. But with slots, the opposite is true, especially if you're a penny or nickel player. You'll find better slot machine payouts at casinos like Circus Circus than you will at the Venetian.(adsbygoogle = window.adsbygoogle || ).push();
One reasonably nice hotel and casinos that offers decent slot payouts is the Hard Rock. It's not the most luxurious hotel or casino in Vegas, but the payouts on the slots are a reasonable amount compared to most other casinos of the same quality.
If you don't care about the payout percentages, and you're just interested in staying at the most luxurious hotel, then consider staying at the Wynn. It's probably as nice a hotel as you'll find in Vegas. I couldn't find any information about the Wynn's slots payout percentages, because the property is still too new. But if you can afford to stay there, you can afford to give up a few percentage points on the slot payback.
A more moderate choice that's still pretty luxurious is the MGM Grand. Another option would be the Bellagio. Both of these hotels are wonderful places to play slots, and the rooms are a terrific value too.[ad_2]
