We need to understand that training is not a one-time event but a continuum. Also never an end in itself but a tool for achieving the set objective, which is learning something - this ultimately has to result in changes in the way the trained person behaves, thinks or does their job. The alignment of the learning objectives and annual performance targets set for the leadership - and the post-training follow-up (the lack of feedback and rewards given for implementing learning...) is a point that often gets forgotten.
